2 The New Teacher Project (TNTP) works to end the injustice of educational inequality by providing excellent teachers to the students who need them most and by advancing policies and practices that ensure effective teaching in every classroom. 3 © 2011 With the support of the Walton Foundation, TNTP partnered with charter organizations in four states to identify best practices in managing human capital for high student achievement. Surveyed more than 1,000 charter school teachers and administrators on more than 75 campuses, in order to understand educators’ perceptions of the human capital management practices in their schools and networks Collected rubrics, frameworks, policies, process descriptions, and other tools used by exemplar schools and networks to manage their teacher workforces for high achievement Interviewed network and school leaders, teachers, and staff to explore how human capital management policies and practices affect teacher satisfaction and retention Built The School Leader’s Toolbox, a free online library, to allow charter leaders to access the collected tools and insights.

4 © 2011 The Toolbox contains five toolkits that include practical tools from leading charter schools. Each toolkit in The School Leader’s Toolbox contains: A slide presentation with guidance and insights from exemplar networks and schools A library of tools and resources contributed by exemplar networks and schools Users can review, download, and adapt the guidance and tools for their contexts

5 © 2011 Charter leaders can improve instructional effectiveness by adapting and implementing the practices and tools found within the Toolbox. 1.Review the Recruitment & Hiring and Evaluation toolkits for survey insights and promising practices from other networks. 2.Adapt sample job descriptions and selection models from other networks in drafting a structured hiring process. 3.Review sample competency models and observation tools and refine the school’s processes for conducting observations and synthesizing into evaluation ratings. 4.Read protocols for how exemplar schools deliver feedback to teachers effectively and build similar practices into the school’s instructional management practices. Example: Scaling Up Situation → A school leader of an established school has been making most decisions about hiring and evaluation on a case-by-case basis, but as the school replicates, needs a more coherent, strategic set of policies.
