RESAP : Three-tier Mechanism Intergovernmental Consultative Committee Regional Working Groups –Remote sensing, GIS and satellite-based positioning –Satellite communication applications –Meteorological satellite applications and natural hazards monitoring –Space science and technology applications Regional Information Service and the Education and Training Network

RESAP : Activities since 1994 National capacity building oriented – 20 seminars/workshops: from 48 countries – 80 mid-term fellowships – 45 long-term fellowships – 50+ publications – 9 pilot projects – 18 task forces – 3 policy studies

Pilot scale feasibility study on an Earth space information network Long-term objective: Operational Earth space information network Immediate objective: Pilot-scale Earth space information network over Internet To meet requirement: – better access to metadata and browser files – more equitable distribution of data – ready access to data for sustainable development and natural hazards

Second Ministerial Conference on Space Applications Taking into account recommendations of UNISPACE III Delhi Declaration launched the second phase of Regional Space Applications Programme for Sustainable Development Strategy and Action Plan as overall guidance for implementation of RESAP II

Objective of RESAP II Focus on optimizing human and financial resources Promote applications of space technology Promote integration of space applications with sustainable development planning Enhance regional cooperation

Recommendations of Ministrerial Conference for RESAP II Executed under existing but strengthened network Facilitate equitable sharing of benefits of space technology development and applications Least developed countries be involved and provided with opportunities Structured Minimum Common Programme (MCP) –Core of RESAP II –Minimum number of common denominator projects –Cover possible most countries –Synergize efforts to essential elements

Self-sustaining regional cooperative and supporting mechanism Regional level: –more national contact points for Regional Working Groups National level: –greater involvement of academia in R&D, and commercial applications –involvement of private sector industry Promoting integration of space applications with development planning

Self-sustaining regional cooperative and supporting mechanism Regional : –Identifying partners –Meet both development paradigms and focus of funding institutions and development agencies and common requirements of the countries National: –National projects: priority and requirement –In-kind contributions

Conclusion RESAP has established a three-tier regional cooperation network RESAP II will be implemented on the existing but strengthened network Cooperate with all interested funding institutions and development agencies to establish a self-sustaining mechanism for the implementation of RESAP II
