SINGLE WINDOW CONCEPT Definition: “A Single Window is a facility enabling the provision of standardized information with a single body to fulfill all import, export and transit related regulatory requirements. If information is electronic then individual data elements should only be submitted once.” (UNECE & WCO) The ASYCUDA Single Window for International Trade is based on more than 25 years of experience in Customs modernization and computerization.

SINGLE WINDOW CONCEPT Objectives: To establish or increase co-operation between Customs, Other Government Agencies and border control authorities in order to electronically share documents (data) and establish common procedures for processing and control. To provide trade and transport operators with a single submission for trade documents and information to satisfy all import, export and transit regulatory requirements.

Methodology:  Progressive approach (trade off / priority)  An efficient Customs Computerised System is required  Institutional reform is as important as the technical component  Simplification of procedures  Normalisation of documents  Data standardisation  Automation of processes  Technical component to be based on ASYCUDA technology ASYCUDA SINGLE WINDOW

 Beyond applying information technology to trade control processes  A comprehensive approach and commitment at all levels ASYCUDA Automated Single Window Re-engineer back office Simplify trade documents, eliminate duplication, SAD Streamline and simplify trade transaction processes DESIGN APPROACH  Codes and standards  Customs only one among many  Phased approach/demonstration effect  Supporting and implementing structure  Steering committees  and cross agency working groups to design components and draw up action plans ASYCUDA users are already here ASYCUDA SINGLE WINDOW

Automated procedures are already in place or technically feasible. Legal framework more and more adapted. Robust and reliable e-documents. Electronic signature, Authentication etc.. Paperless documents, multimedia. Several countries are already in the process of building single window environments for international trade based on ASYCUDAWorld solutions. ASYCUDA SINGLE WINDOW - CONCLUSIONS

«The most recent Web-based version of ASYCUDA will allow Customs administrators and traders to handle most of their transactions via the Internet. The new e-Customs platform, dubbed AsycudaWorld, will be particularly useful to developing countries, where poor fixed-line telecommunications are a major problem for e- government applications. It is also powerful enough to accommodate the operational and managerial needs of Customs operations in any developed country as well.» Source UNECE/UN-CEFACT - Recommendation and Guidelines on establishing a Single Window /rec33/rec33_trd352e.pdf ASYCUDA SINGLE WINDOW - CONCLUSIONS
