2 Federal Aviation Administration 5-6 June Federal Aviation Administration Our Vision: Service and Safety BACKGROUND This presentation highlights the efforts of the CAR/SAM ATN Task Force, which has been enforce for the past three years. The Task Force Fourth meeting will be held at the end of June 2008 in Santo Domingo, Dominican Republic. The scope of the CAR/SAM ATN Task Force is to –Ensure smooth transition from Aeronautical Fixed Telecommunication Network (AFTN) to AMHS environment and –Prevent any possible interruption in the AFTN and Air Traffic Voice service operation during the transition period.

5 Federal Aviation Administration 5-6 June Federal Aviation Administration Our Vision: Service and Safety In 2006, the CAR/SAM region adopted AMHS over TCP/IP to replace their AFTN service. Various States in this region have obtained or are in the process of obtaining, the AMHS and AMHS/AFTN Gateway. The first AMHS service over IP will be implemented between Argentina and Paraguay, and it is projected for the middle of CAR/SAM Regional Plan

9 Federal Aviation Administration 5-6 June Federal Aviation Administration Our Vision: Service and Safety 9 Transitional Plan – New Requirement Binary Universal Form Representation (BUFR) code –BUFR code was developed by the ICAO OPLINK Panel. –BUFR code is used to provide graphic meteorological data. –BUFR code was targeted for distribution by AMHS because AFTN can not support binary based messages. –BUFR code has been adopted by the WMO and the ICAO but XML is also being considered. –The ICAO Regional Offices have been analyzing the BUFR code to determine the impact to AMHS (AMHS X.500 based Directory Service versus modifying the MTA).

15 Federal Aviation Administration 5-6 June June 2008 Federal Aviation Administration IP Transitional Issues The aeronautical communication industry (i.e., AMHS system providers) have not fully developed the MTA to support IPv6. The Technical Manual for the IPS will be finalized by the Aeronautical Communication Panel (ACP) in late However, ICAO Doc Part II B for AMHS is now available. Initial implementations in the ICAO European Region are using AMHS over IPv4 in separate sub-regions. Two of these sub-regions are interconnected via IPv6 using a network address and protocol translation technique whereby IPv4 messages are converted to IPv6 across the interface and then back to IPv4. Many CAR/SAM member States have already implemented the AMHS or will replace the AFTN service in the near future. The Asia/Pacific region needs to [work out] resolve the network protocol issues with European and South American regions (ATN router or IP router). A global AMHS network coordination is required to ensure smooth operation. Implementing security measures. IP addressing scheme needs to be developed for AMHS

It also specifies the regional backbone hubs and its policy to route traffic

In the interim, the regional major hub should take active role to ensure the smooth operation. Dual operation of AFTN and AMHS Dual Operation during transition period will require regional major hubs to act quickly to prevent significant network problems. Regional AMHS Management Center A Regional AMHS Management Center should be designated to timely coordinate with other regions and within region to support the AMHS cutover activities as well as AMHS operation. System performance standards Develop System Performance Standards to address legal recording, tracking message, delivering of messages, etc.
