CONURBANT - IEE/10/380/SI Introduction Goals for the development of a Municipal Energy Strategy: Establish a commitment to increase renewable energy production; Promote energy efficiency; Consistency with existing strategic, environmental and planning objectives; Coordinate municipalities and their own conurbation to improve the environmental results with smaller costs.

CONURBANT - IEE/10/380/SI The need for a Municipal Energy Strategy (I) ENERGY SECURITY AND CLIMATE CHANGE Access to cheap energy has become essential to the functioning of modern economies. Fluctuating energy prices and dependency on imported fuel sources are pressuring communities to understand how they can increase energy security and sustainable economic development. Climate Change causes significant negative impacts to the environment and human health, which brings additional cost burdens to municipal governments.

CONURBANT - IEE/10/380/SI Establishing goals and objectives (I) GOALS The following goals should be established for the Municipality Energy Strategy: Goal 1: Encourage the development of and use of renewable energy resources in all sectors; Goal 2: Promote the implementation of energy efficiency; Goal 3: Raise public awareness on Climate Change and energy efficiency. It is important to identify and evaluate new goals as they arise during the lifespan of the Strategy.

CONURBANT - IEE/10/380/SI Establishing goals and objectives (II) OBJECTIVES Based on the three goals identified for the Strategy: Goal 1 (Encourage the development of and use of renewable energy resources in all sectors) Encourage and facilitate the development of RES and encourage the development of supporting services; Establish an ‘Energy Office’ as an info hub for the development and promotion of RES projects within the Municipality and the conurbation towns; Establish the Municipalities as a leaders in renewable energy use and energy efficiency. Goal 2 (Promote the implementation of energy efficiency) Initiate energy efficiency projects for municipal owned assets; Initiate a program to document energy use (if needed) within the Conurbation area and encourage businesses to implement EE projects and procedures; Liaison between different departments tasked to improve EE across residential, municipal, commercial, institutional and industrial sectors.

CONURBANT - IEE/10/380/SI Establishing goals and objectives (III) OBJECTIVES Goal 3 (Raise public awareness on Climate Change and energy efficiency) Develop programs that increase the awareness of Climate Chance; Develop programs that increase the awareness of energy efficiency. Supporting pillars to succeed with the objectives are: Investment; Education & outreach; Support from funding & grant programs; Consultation.

CONURBANT - IEE/10/380/SI Municipal Energy Strategy (I) Steps for the development of the Municipal Energy Strategy: 1.Adaptation of the European energy policy to the National context (20-20 objectives adaptated); 2.Identification of the Municipality’s direct competences (local level); 3.Identification of the indirect competences (territorial level); 4.Definition of the energy-related actions for each sector.
