ORGANISATION RECOMMENDATIONS GRADUAL APPROACH 1. Define lead responsibility e.g. road authority 2.Police and engineers work together 3.Begin with small NRSCs 4.Use subcommittees 5.Members chosen on commitment 6.Resources are required

PLAN RECOMMENDATIONS 1.Define budget 2.Address funding - key priority 3.Local staff to have lead role 4. Identify opportunity rather than need 5.Implementing organisations’ approval required 6.Performance indicators to be agreed 7.Annual work programmes 8.Donor assistance with implementation

FUNDING RECOMMENDATIONS 1.Funding requires technical specialists 2.RS is a public sector responsibility - dedicated RS budget from Government/ Road maintenance should fund activities 3.Road users should contribute to RS funds 4.Funds from traffic fines should contribute to RS 5.Funds should be setup to cover inter- sectoral RS activities

BUSINESS SECTOR RECOMMENDATIONS 1.Increase involvement of BS in promotion of RS and strategy 2.Use BS management skills 3.Encourage best practice e.g. risk management/driver training 4.Use H&S regulations to increase RS 5.Match sponsors to RS activities 6.Promote BS awards to encourage RS
