Education Research & Data Center Vision To promote a seamless, coordinated preschool-to-career (P-20) experience for all learners by providing objective analysis and information. Mission To develop longitudinal information spanning the P-20 system to facilitate analyses, provide meaningful reports, collaborate on education research, and share data. Values Coordinate, facilitate, build upon and enhance the education data collection and analysis already being done by multiple agencies and institutions. Adhere strictly to both the letter and spirit of privacy laws affecting individual student record data and be sensitive to other privacy concerns. Achieve consensus wherever possible among participating agencies and institutions in determining the best data and research available to help guide the implementation of P-20 goals. Conduct all business, data development and research in an open and transparent fashion (to the extent allowed by privacy laws), with the full inclusion of education agencies, organizations, and institutions as well as legislative participants. 3

Background : Washington Learns – established the need for P- 20 research and data 2007 Legislature (E2SSB 5843) created ERDC within Office of Financial Management (in collaboration with LEAP) 2009 Legislature (ESHB 2261) directed ERDC to “identify the critical research and policy questions” and adds P-20 data governance role. Also, directs ERDC and OSPI to “take all actions necessary to secure federal funds to implement sections 201 through 203 of this act.” May 2010– ERDC and OSPI receive ARRA funding for P- 20/Workforce data system ($17.3 million). 4

8 P20 Reports for K12 Reports for 2009, 2010 high school graduates Characteristics include pre-college coursework, GPA, number of credits, math and reading assessment levels, and demographics Postsecondary enrollment data from SBCTC, PCHEES, and NSC Public display shows aggregated percentage ranges based on size Student-level data files are in the process of becoming available to districts

13 What we have learned from the K12 reports that we can apply to the CTC reports? One report doesn’t meet everyone’s need. Don’t invest all your effort in producing the perfect report. Public reports Aggregate datasets De-identified datasets Personally identifiable datasets Seek input from your customers (data users) Be clear about what data you can share under FERPA. Many ways to share data that allow for analytical flexibility.

Student-level datasets 14 Can share identified data with the CTCs Working out the details of the data share agreements so we are ready to go when data is prepared. There are 2 options: 1. DSA between each CTC, ERDC, OSPI, and the 6 Public Baccalaureates (each CTC would have 8 agreements). 2. DSA between each CTC, ERDC, each school district, and the 6 Public Baccalaureates (each CTC would have approx. 300 agreements). ERDC would provide files to SBCTC to distribute to CTCs At a minimum files would contain data used for public facing reports. All CTCs would receive the same data elements.

17 Piece of data that would help the most Highest HS Math course and GPA high school math taken, date, and grade Transfer status of students leaving the CTC and attending 4 year universities What courses students took in high school and how they did. Even if it was something like highest math, highest English -- or a yes/no for key courses HS transcripts What 4 year school CTC graduates transfer to whether transfer students eventually earn a BA degree where community college students go after leaving the CTC system and how well they do (whether in further higher education and/or entering the workforce) The crosswalk of SSIDs and postsecondary IDs where transferred students go and how they are doing there Information on incoming high school graduates' preparation in math and English (courses and grades). The ability to match the high school data with student performance in college courses would also be very helpful (if not by individual student, then at least by high school attended). Post-Attrition Data: If possible, what becomes of the students that stop out without a degree or certificate, or do not transfer?
