Lots Going On! Legislature: Bill Introduction Deadline 2/27/15 Legislative Committee Assignments: Weighted towards Unions Expect a lot of legislative proposals for both classified and credentialed employees Bill to require districts pay for new teacher induction Will CTA introduce a probationary bill? Bill to expand scope to require bargaining for 403b plans Legislation for teacher recruitment/retention 2

State Budget Work groups for major issues Teacher Preparation: $5 million over 2 years –Convene an Accreditation Advisory Panel to provide recommendations to the CTC on streamlining preparation standards; –Enhance existing data systems and develop new data systems to organize and retrieve information from assessments and program surveys; –Develop candidate and employer surveys to shed light on nature and quality of teacher prep programs –Increase transparency and access regarding quality and effectiveness of teacher prep programs. 3

Teacher Prep. continued Additional $5 million over 2 years to update Teacher Performance Assessment and develop an Administrator Performance Assessment to verify educator quality and assist with determining effectiveness and quality prep programs. Direct CTC to evaluate current induction requirements on districts and new teachers. Identify options for streamlining and reforming beginner teacher induction programs. Create stakeholder process to determine what responsibility school districts should have to provide key induction supports such as mentoring. 4

Federal Teacher Prep. Programs Federal government pushing review of teacher prep programs; Annual requirement for State to issue report cards on all approved teacher prep programs including academic content knowledge and teaching skills of new teachers from each program; Indicators must include: Student learning outcomes using student growth and/or teacher evaluation measure Employment outcomes for placement rate for high-need schools, retention rate, data on program’s effectiveness in preparing, placing, and supporting new teachers consistent with local education agencies’ needs 5

Federal Teacher Prep. Programs Survey Outcomes: qualitative and quantitative data through surveys of teachers and employers; Program Accreditation: is program recognized by the US Secretary of Education or produces teacher candidates with content and pedagogical knowledge and quality clinical preparation. Expands performance levels from 2 to 4 Requires state to convene a stakeholder group to assess and report on program performance every 4 years beginning in

A lot of conversation in Sacramento about legislation Teacher Employment Policy Pillars by plaintiffs –Permanent Employment: Base probation decision on demonstrated quality of teaching; –Dismissal: Mirror certificated with classified process; –Layoffs: Require student needs be top criteria for layoff decisions instead of seniority; –Evaluations: Create flexible statewide model including objective measures of student learning combined with classroom observations, student and parent feedback, and more. 7

Teacher Effectiveness –How should this be measured? –What should evaluation tool look like? –What type of rating scales should be used? –Are there items state should require (CSTPs, data)? –What should be negotiated locally? –Observations: Who? Evaluator Calibration What does calibration look like? What does training look like? Who determines qualification? $ for training all evaluators (and observers?) Do districts have the capacity to incorporate the practice of evaluator calibration? 11
