MARSE Rules Package November 5, 2014, the Michigan Department of Education (“MDE”) submitted the final version of the latest MARSE Rules package to the Joint Committee on Legislative Affairs (“JCAR”). Submission of the final version of the MARSE Rules to JCAR is the final step in the administrative rulemaking process under the Administrative Procedures Act, MCL §24.201, et seq. JCAR has 15 legislative session days from Nov.5 th to determine whether to adopt the rules.
