BIFZ WFDSS What has Worked well….RCA Casey O’Connor—BIFZ Risk Complexity Analysis Feeding WFDSS Relative Risk (RR) and Organizational Assessment (OA) RCA captures the information needed to go into the WFDSS RR, OA, and Rational. Works well as intended (coming from IC’s) and is also a useful tool for larger incidents to have the Duty Officer and Line Officer use to frame in Risks, Needs, and Rational to Decisions.

In the past I would try and go through the RR and OA with the Duty Officer and Line Officer within WFDSS Although this worked sometimes, being within WFDSS can be distracting, and many times I found myself working through the Zimmergrams and associated write ups without the decision makers involved enough RCA works well to facilitate a group discussion regarding RR and OA, as well as document the thought process to the decision at hand BIFZ WFDSS What has Worked well…RCA

Crosswalk Between RCA and RR and OA

Example….Buzzard Fire 2014 Acting DO for BIFZ and DM’s from Burns and Vale BLM districts utilized RCA for framing the Decision to order a Type 1 team. This clarified and expedited the development of this decision BIFZ WFDSS What has Worked well…RCA

Conclusions… RCA has clarified the development of the RR and OA within WFDSS decisions in BIFZ Talking through it with IC’s on smaller incidents Utilizing it as a decision framing tool for DO’s and Line Officers on more complex incidents Helps explain Line Officers Rational for a given decision BIFZ WFDSS What has Worked well…RCA

Analysis and decision documentation of wildland fires is directed in the following situations: Wildland fires are no longer following the initial action defined by the Fire Management Plan, or Wildland fires are being managed for multiple objectives, or Prescribed fires exceed prescriptions and are declared wildfires. Consider publishing a decision when a fire continues to actively spread beyond a few burning periods, increases in complexity or cost, or has a high relative risk. Principles of Decision Support Decision support processes provide information used by managers when they are making decisions, Decision support does not replace decision making, Decision support information comes from a variety of sources, ranging from experience to quantitative analysis procedures, Decision support information has applications across a range of scales and concentrations.

Subsection Areas and Information Flow Master Chart Purpose: Documents the initial and continuing fire situation, and provides required information to complete administrative fire reporting. Situation Validation Course of ActionObjectives Information DecisionsPeriodic AssessmentReports

Subsection Areas and Information Flow Master Chart Purpose: Provides risk assessment and decision support information to support strategic decisions and development of course of action. Situation Validation Course of ActionObjectives Information DecisionsPeriodic AssessmentReports

Subsection Areas and Information Flow Master Chart Purpose: Defines objectives as stated in Land, Resource, and Fire Management Plans and lists specific management and incident requirements that will frame and influence strategic decisions and tactical implementation. Situation Validation Course of Action Objectives Information Decisions Periodic Assessment Reports

Subsection Areas and Information Flow Master Chart Purpose: Defines a specific course of action ranging from a pre- planned initial response to an individualized response for a specific situation. Specificity varies with fire complexity and can include a defined planning area, management actions, resource commitments, and costs for the fire duration. When the current decision is no longer meeting objectives, it can include a set of actions to be used until a new decision is completed. Situation Validation Course of Action Objectives Information Decisions Periodic Assessment Reports

Subsection Areas and Information Flow Master Chart Purpose: Provides a review of the Situation, Objectives, and Course of Action to ensure that Objectives can be met, and in the event they cannot be met, the Validation guides the development of a new Course of Action. Situation Validation Course of Action Objectives Information Decisions Periodic Assessment Reports

Subsection Areas and Information Flow Master Chart Purpose: Documents the response decision, the rationale for that decision, and stipulates the timeframe for revisiting and reassessing the decision. Situation Validation Course of Action Objectives Information Decisions Periodic Assessment Reports

Subsection Areas and Information Flow Master Chart Purpose: Provides a process to periodically review the current decision, response, and accomplishments to evaluate effectiveness and confirm accuracy or, if needed, indicate progression to a higher response level and associated planning activities. Situation Validation Course of Action Objectives Information Decisions Periodic Assessment Reports

Subsection Areas and Information Flow Master Chart Purpose: Query the WFDSS database to pull information from the decision document. Standard and custom reports are available.
