Georgia Abuse, Neglect, and Exploitation App GANE App Georgia Abuse, Neglect, and Exploitation App Welcome folks to the session. Mention co-presenters. Ask that they hold questions to the end.

GEORGIA ABUSE NEGLECT EXPLOITATION APP GANE App The GANE App was developed through a collaboration between the GA Dept. of Human Services DAS, the Georgia Chapter of the Alzheimer’s Association, and the GBI DAS partners included staff from Adult Protective Services, Forensics, and Livable Communities section. A number of factors came together at one time (some would call that a perfect storm), culminating in the development of this app. Ginny Helms will talk more about some of those factors in a few minutes. Some of them include: Funding from Administration for Community Living for the Part B Systems Integration Grant. That grant focused on dementia capability of the states: does your work force, whether social services, mental health, or law enforcement, know how to identify persons with cognitive impairments, and where to turn for services? Simultaneously, Georgia began work on the Alzheimer’s State Plan. The Advisory Committee that put this plan together identified a couple of critical issues facing health care professionals dealing with persons with dementia. They made recommendations to the Georgia General Assembly, and funding was received. Ginny Helms will provided details. When over 70 experts from around the state prioritized several key issues, that conveyed a powerful message to the General Assembly. GEORGIA ABUSE NEGLECT EXPLOITATION APP

Georgia Abuse Neglect Exploitation (GANE) App Law enforcement/Adult Protective Services frequently encounter situations where someone appears to have been abused, neglected, or exploited Where persons with diminished cognitive capacity appear to be wandering and/or lost GEORGIA ABUSE NEGLECT EXPLOITATION APP

When a vulnerable adult is deemed to be unsafe, e.g. removed from an unlicensed personal care home/caregiver is arrested Options available to place them temporarily to ensure their safety are limited Situations often occur in the middle of the night GEORGIA ABUSE NEGLECT EXPLOITATION APP

Special features for professionals Screening questions & algorithm for cognitive functioning Screening questions & algorithm for determining abuse, neglect, and exploitation Screening questions & algorithm for determining financial capacity Cognitive Questions Three questions, from Dr. Larry Tune, Emory University School of Medicine. One or more wrong answers prompts officer to look for phone number for family, or refer to the Alzheimer’s Association. ANE Questions- 7 questions re abuse; 6 for neglect, and 5 or exploitation (from EEDS Assessment—out of Chicago. Now in the public domain. Based on answer, an algorithm prompts a referral to APS. Financial Exploitation 3 questions. Developed by Dr. Daniel Marson, Universty of Alabama at Birmingham. One wrong answer triggers a referral to APS, for them to conduct a full assessment on financial capacity. GEORGIA ABUSE NEGLECT EXPLOITATION APP

Emergency placement places by zip code Mattie’s Call (receive and send alerts) Push notifications of latest scams TERF (temporary emergency relocation fund) Emergency Placements Mattie’s Call—a protocol that alerts law enforcement if someone with dementia has wandered away. TERF—Ginny Helms discussed this earlier. DAS has a contract with an entity that maintains a list /data base of licensed personal care homes and assisted living facilities that would take a person for several days. If law enforcement determines that person should not be sent on their way, they can call a number on the app. The organization called will locate the nearest facility and communicate its location to the officer. Temporary Emergency Relocation Funds (TERF) Is a resource only for law enforcement, social services and regulatory agencies to assist in the emergency placement, for up to four (4) consecutive days, of abused, neglected and exploited at-risk adults whose caregivers have been removed because of illness, arrest, or other reasons TERF is available 24 hours a day 7 days a week GEORGIA ABUSE NEGLECT EXPLOITATION APP

GEORGIA ABUSE NEGLECT EXPLOITATION APP TERF requirements At-risk adults lacking the ability to independently provide for their own basic necessities of life due to disease, disability or cognitive impairment Without family or friends to become involved in the care and decision making of the adult; and at imminent risk of harm/threat to health and safety if placement is not provided GEORGIA ABUSE NEGLECT EXPLOITATION APP

GEORGIA ABUSE NEGLECT EXPLOITATION APP TERF TERF is not intended to resolve issues of chronic homelessness and/or issues of cognitive impairment due to use of alcohol or narcotics Mental health crises should be addressed through the Department of Behavioral Health and Developmental Disabilities Scenario: 3 AM. Officer finds someone wandering. Administers 3 cognitive screening questions, and determines this person should not be release, sue to harm to themselves. Cannot identify family (remember, only other options used to be letting someone go, jail, or hospital) . Procedures: --Law Enforcement places a call to number on their app for emergency placement --provides information bout demographic information about the individual being admitted for care, if known, including the general condition of the adult . --TERF intake calls the offer back, with the nearest location, and officer transports individual. Emergency medical/psychiatric Any adult who needs emergency medical or psychiatric treatment should not be processed for TERF placement. Calling emergency responders or transporting to the Emergency Room is appropriate in that circumstance GEORGIA ABUSE NEGLECT EXPLOITATION APP
