About ICAI The Institute of Chartered Accountants of India (ICAI) is a statutory body set up by an Act of Parliament namely The Chartered Accountants Act, ICAI is the second largest accounting body in the world, with 128 branches, 22 chapters abroad and 5 regional councils.

About the Committee The Committee for Co-operatives and NPO Sectors is a non-standing Committee of the Institute of Chartered Accountants of India formed under the regulatory provisions of the Chartered Accountants Act, 1949 in the month of February, 2011 by the President of ICAI. To identify issues and opportunities in the Co-operatives and NPO sectors. To equip members and other stakeholders to find a new niche for themselves. To maintaining and developing the core competencies in the Co- operatives and NPO sectors.

Thrust areas of the Committee The Legal Aspect Accounting & Auditing: Governance & Management Promotion & Support

Thrust areas of the Committee The Legal Aspect : To suggest suitable reforms in the statutes regarding Co-operatives and NPOs. To help the government in monitoring financial discipline. transparent guidelines and procedures To advise the Government on devising measures to have a check on administrative and other expenditures of the NPOs specially those incurred out of grants from Government and other funding agencies. To suggest recommendation on issues related to the Foreign Contributions Regulation Act (FCRA), 2010, To suggestRules, regulations and guidelines framed there under and any other laws affecting this sector.

Thrust areas of the Committee Accounting & Auditing : To promote uniform accounting framework for Co-operatives and NPOs. To formulate guidelines for state-wise auditors empanelment with consultation with concerned authorities. To promote social audit concept in the NPO and Co-operative Sectors To conduct awareness programmes for the benefit of the stakeholders.

Thrust areas of the Committee Governance & Management : To promote good governance, best practices and prudent financial management in the Co- operatives and NPO sectors/ Mutually Aided Co-operative Societies [MACS]/ Self-help groups (SHGs) /clusters and federations. To provide technical and governance inputs through training to the management personnel and members of governine bodies of Co-operatives and NPO Sectors. To develop necessary technical guides and publications for the benefit of Co-operative banks, thrifts and credit societies To develop a knowledge portal providing information regarding subsidies and other support received by the Co-operatives and NPOs from the Central and State Government.

Thrust areas of the Committee Promotion & Support: To constitute an award/recognition for outstanding achievers. To support the initiatives of the Central and State government. To conduct certificate course on cooperatives and NPO sectors.

Our Methodology To play its’ role more effectively committee adopt following tools : Awareness and Capacity Building Programmes: Awareness and capacity building is imparted through variety of activities such as training programmes, workshops, conferences, roundtables, information dissemination, media products, as well as non-formal activities such as newsletters, bulletins, research papers and other publications. Interacting with other organizations/groups : The Committee intensively interacts with a wide variety of formal and informal groups of the stake holders. Nationwide networking through State Task Forces : The STF is working directly at the local level (local governments, universities, businesses industry and community-based groups etc.) for benefit of co-operative and NPO sectors.

Working Groups: The Committee sets up need based working groups on specific topic to enable committee as well as related stakeholders

Action plan for the year Development of Knowledge Portal : For the benefit of members and other stakeholders work Award Function : To constitute an award/recognition for outstanding achievers. Guidelines for empanelment of auditors and suggesting a suitable fee structures for the Audit of Co-operative societies : In various Indian states and to work out a rationale fee structure for the audit of various co-operative societies.

Action plan for the year Joint Conclaves with Various Ministries : with the various ministries of state and central government and with various international funding agencies. Research and Publication : To come out with quality research and publication on subject pertaining to thrust areas of the committee. Celebrating 2012 as International Cooperative year : To highlighting the contribution of cooperatives to socio-economic development, particularly their impact on poverty reduction, employment generation and social integration.
