Goals Status 1. Develop [and implement] a Business Plan for reviewing, rewriting, or deleting OC documentation. Groups are now determining the needed changes to each document: reformatting only to submitting standards or criteria requests to replace existing documents. This list will then be prioritized and work assigned commensurately. Our goal is to have this project completed by the Spring of On Schedule.

Goals Status 2. Create and implement a work plan for creating a Frequency Responsive Reserves (FRR) Based Contingency Reserve Standard. Drafting Team made this a Criteria, not Standard Up for OC Ballot in June – Goal met to date See below

Goals Status 3. Ensure Balancing Authorities (BA), Generator Owners (GO) and Transmission Operators (TOP) supply both operational and planning data for the West-wide System Model and for other reliability purposes. This years focus on data related to RC needs has been proficiently accomplished by the WECC RC Staff. Provided for dialogue in the last 2 OC meetings. Data being supplied. Issues remain.

Goals Status 4. Determine the impacts of renewable resource integration and operation on the Western Interconnection. Low requirement for OC engagement Have some education on various initiatives and activities to address some issues.

Operating Committee Goals Each goal will be assigned a project manager, a work plan that includes coordination with other committees, and identification of the client. 1. Complete the Document Conversion Project. Aiming for completion by April Develop a Strategy for WSM applications (UFAS, Planning, operations, etc.) and begin implementation. Enabling local TOP use of data & Topology Explore exporting to planning and operations bases Other applications

Operating Committee Goals 3. Develop a plan, with PCC, for Synchro- Phasor infrastructure and tools for situational awareness and operations analysis. Planning joint OC/PCC team Scope includes situational awareness, disturbance analysis, model validation, special controls. Infrastructure to support applications

Operating Committee Goals 4. Support efforts from VGS in developing analysis, tools, and methodologies to include the integration and operation of variable generation in the West Encourage education and support of tools such as ACE Diversity Interchange, Reliability Based Control, Dynamic schedules, etc.).

Operating Committee Goals 5.Initiate a joint review with the PCC and update of the WECC Off-Nominal Frequency Load Shedding and Restoration Plan, addressing load variations. Joint OC/PCC Team is being formed to accomplish study work by fall 2009

12 Dissolution of RCS WECC has assumed all management responsibility for the Reliability Coordinators (RC) Discontinuation of RC data to the RCS OC voted to approve dissolution of this sub-committee effective upon vote.

13 Certification of the Griffith Energy Balancing Authority The certification process was completed in accordance with the aforementioned rules for determining if the applicant has the necessary tools, processes, and procedures to perform the functions of a NERC certified BA. The BA certification team recommends to WECC that they approve certification of Griffith as a NERC certified BA.

16 WECC Blackstart Capability Plan A Regional Blackstart Capability Plan (BCP) is required by NERC Standard EOP-007-0, Requirement 1 and is necessary to ensure that the quantity and locations of system blackstart generators are sufficient and that they can perform their expected functions as specified in overall coordinated Regional System Restoration Plans.

Ballot: 19 for, 3 against, 1 abstain Reasons for no: See no value in maintaining a central database but the entity understands that WECC has to maintain a database based on a NERC standard and may not have a choice in this issue. +…..

19 Remedial Action Scheme (RAS) Classification guideline The Protection Systems are classified under three categories: RASs, Safety Nets and Local Area Protection Schemes. The guideline lists the definition for each category and the NERC standards that are applicable to each category. TP: 17, 9, 2 TC: 5, 5, 8 State & Provincial: 1,0,0 Failed Concern as to consistency with standards.

21 Standards Implementation ATEC Tier 1 revised (7)

22 Standards - Automatic Time Error (ATEC) Correction OPS has completed workshops, surveys, and preparation for implementation Requirements for BAs: Assure consistent application in all BAs and to provide for starting with zero on peak and off peak accrued inadvertent. Awaiting FERC approval.

23 Standards – Unscheduled Flow (UF) Looking at: dues calculation, utilization of accommodation versus relief requirements, non-tagged use of transmission, a desire to move toward a more accurate Transmission Distribution Factor, how to address network flows in the USF mitigation process. The new criteria will use transmission priority to determine relief requirement.

24 VAR-001-WECC-1 Voltage and Reactive Control The Control Work Group (the drafting team) is addressing the issue of required AVR action and voltage schedules vs. VAR schedules. Issuing a survey to better understand the issue and potential solutions.

25 Bulk Electric System RPIC wanted to use due process Assigned to OC by SRRC OC will vote Stakeholder advisory vote Then, if passed, to board. (….or?)

26 ADI The study team will present their findings to the Operating Practices Subcommittee the week of May 13 th. Ensuing findings and recommendations will be provided to the OC. Looking for potential risks and mitigation.

27 Reliability Based Control The Performance Work Group is developing a Field Trial. Preliminarily considering a 1 year trial requiring all large BAs (over 500 MW peak) Monitor and alarm to the standard. Would likely wave CPS2 but still employ something similar for protection.

28 Frequency Responsive Reserves (FRR) After the 3 rd round of comments, the drafting team voted to forward the FRR Criterion to the OC. Final tally: Yes=8; No=3 Will be up for ballot in June OC Possible board ballot in July

29 Whats in it? Modeled the data Showed two basic responses Primary Response (AKA: Point C) Zero to 30 seconds Secondary Response (AKA: Point B) 31 seconds to 15 minutes

30 A recent event for example 1000 MW loss

31 Two periods of response Primary: governor - Shall average greater than or equal to 100% during the Primary Frequency Response Measurement Period. Secondary: frequency bias - a response average greater than or equal to 50% and less than or equal to 200%.
