Kansas Criminal Justice Information System (KCJIS) Gordon Lansford KCJIS Director What is it and how did we get here?

KCJIS Project Background Criminal Justice Coordinating Council System Planning began in 1996 $12 million budget for “Core” system (70% Federal) Initial system became operational in state agencies, approximately 900 local agencies (There are currently 1689 agencies using KCJIS in Kansas) “Core” system completed in June 2003 Currently implementing “planned expansion” phase

Original 1996 KCJIS Goals Create an integrated criminal justice system for Kansas Move from “paper” to “electronic” information Improve quality and timeliness of information Automate fingerprint identification process Replace legacy Computerized Criminal History (CCH) Create electronic access for ALL potential users Become Triple I (III) Compliant and Approved Create a “One-Stop Shop” for criminal justice users

Kansas Keys to Success Governance Structure Statewide Network Infrastructure Standards Broad Based Support/User Directed High Speed Network (fast) - SWITCH Internet Delivery (cheap) - PORTAL Maximize Security “TEAMWORK” and “CONSENSUS”

KCJIS Accomplishments “Statewide” authorization to access NCIC via Internet User base has grown to authorized users Processed 322,000,000 transactions in 2005 Roll-out of statewide court system (FullCourt) DL Photos (2M on file) immediately available to LE Misdemeanor Warrants at 227,000 and growing rapidly Kansas Car Stop (KCS) is available to all officers Supervision Repository (KASPER) is operational New CCH system is now operational and in use Kansas is approved as III & NFF compliant

What we’re working on! Complete rollout of Kansas Prosecutor System (KPS) Electronic Journal Entries (In-court processing) Electronic Kansas Disposition Reports New, Easier, Electronic Field Reporting System Implement Document Imaging for Courts and Prosecutors Replacing AFIS include 2-Finger Mobile & Palm Print Replace Offender Management Sys in Corrections Expand beyond Criminal Justice into social services and education; “tie it all together” Easier “one-stop shopping’ via KCJIS Increasing use of Wireless Technology Secure for secure users??

So how do you get there? How do you build a “trusted team”?

What to do/ where to begin? Usually one on one In person With enough time With honesty Keep it simple Begin with the end in mind And DON’T burn the bridges…..you WILL need them!

When ? Now Early Before you need it When you don’t need it When there’s NOT a crisis Always find a way to make it a win/win

What’s it worth? When the says, “let me know what you need and I’ll get it done” To have the support of everyone when you need it most To receive an offer of help before you ask To be able to pick up the phone and know you’ll get the help you need
