 Hungary, the Netherlands, Belgium, supported by FVO  Previous meeting in Grange: P-D-C-A cycle, SMART principles, thoughts & reflections on processes,…  After previous meeting  WIKI space (  2 new topics…  document (ideas, reflections, no prescriptive guidance!) Pilot-WG

 Short term:  some general principles and examples  to help competent authorities in describing their risk-based planning processes  Long term:  this document may evolve into a document providing (non-binding) guidance on the various stages of risk-based planning  ideally, it should provide some tools for all those who are involved in the planning process Objectives of this (and possible future) document

{  Description on the methods to breakdown the strategic objectives into operational ones  The breakdown process leads to some (theoretical) questions.  Operational objectives: at least measurable, but the pilot-WG suggest the application of SMART principles  Is there any objective evidence that achieving the established operational goals contribute to to achieving the strategic objectives?  Are the strategic objectives somehow measurable?  Are the operational goals coherent with the strategic objectives? Principles: breakdown

 There should be a description in the MANCP on risk criteria and risk based planning process  not only from the point of view of (scientific) risk assessment, but the risk management prioritisation system as well. Principles: RA vs RM

 It is important to underline the role of enforcement/sampling strategies  Every risk based control needs random data for its risk assessment.  the proportion between risk based and random controls and sampling should be set,  but there is no objective rule or guidance for doing this  (some approaches suggest 30% random and 70% risk based).  The MANCP should contain a description of the system for monitoring the effects of the official controls  or methods to evaluate the effectiveness of the risk-based approaches (identifying certain trends) Principles: monitoring the effect

 The MANCP should present the resources available for control  as well as the incentives system Principles: resources & incentives

 The cost-benefit approach is of high importance  The definitions should be set for the meaning of  Cost (money, resources?)  Benefit (money saved or (political) risks controlled or improvement of population health status?)  Maybe the risk based approach is a cost-benefit approach at the same time (?)  The details of the cost-benefit approach used should be described as well (?)
