Some of the privacy concerns include: Clear authorities for collecting/disclosing personal information for integrated programs and inter-jurisdictional initiatives Accountabilities/responsibilities for intra or inter jurisdiction initiatives/information Overlapping/conflicting policies/rules – which apply in context of multi-jurisdictions Custody/control of personal information when outsourcing

8 ISD Initiative - First Nations Telehealth  Objective – Implement telehealth in over 40 First Nations communities located in Alberta. Increases access to remote and rural First Nations and Inuit communities to essential health services  Partners – Health Canada, Alberta Region, Alberta Wellnet, Regional Health Authorities and Alberta First Nations communities  Status –Training completed in 41 communities. Working on health portal – PIA completed in 2001

10 Why should the PSCIOC support it ?  Identify and, where possible, eliminate/reduce privacy and legislative barriers that require “work-arounds”  Timing – transition from on-line services to integrating services  Common challenge facing jurisdictions – likely to increase  Promotes strategic partnerships with PSSDC (ISD Subcommittee)  Fosters proactive approach - identify options and solutions – privacy enabler  Supports common goals of PSCIOC/PSSDC - building trust for Canadians across all channels and jurisdictions  Concrete deliverables – solutions based on practical analysis of real examples of ISD initiatives

13 National Routing System (e-Links with Provinces)  Objective – It envisions a national network, linking provincial and territorial vital statistics registration with federal departments and agencies to: –Provide real-time vital event information essential for validation and authentication –Disseminate provincial/territorial vital events data to determine program entitlement and benefit eligibility  Partners – Vital Statistics Canadian Council, Canada Revenue Agency, Statistics Canada, Passport Office and 2 potential provinces  Status – Early development stage –E-Links pilot with BC completed for validating birth certificate registration only and conducted a PIA

14 Indian Registry System (IRS)  Objective – Re-engineered IRS to allow Band and Regional Offices to search and update information such as: Life events, Entitlements, Band Names, Protest, Adoption, Family Tree, etc.  Pilot with the Alberta Treaty 7 permitted Indian Registration Administrators to issue a more dignified and secure identity card to registered Indians (referred as Certificate of Indian Status (CIS))  Partners- INAC, Treaty 7 of Alberta  Status: Project completed in FY –PIA Completed

15 Live, Learn and Succeed  Objective – Attract and retain foreign students, to study, work and live in Canada  Partners – FAC, ITC, HRSD, CIC, IC, STC, CIDA, Provinces (tbd, Academic Institutions, Canadian Missions)  Status – Early development stage –PPIA Completed

16 Pensions, Allowances, Health Care  Objective – –Enable clients to apply on-line for disability benefits and health care services –Supports interactive exchange of electronic information and integrates two primary client information and benefit delivery system with the navigation portal using Secure Channel capabilities service provider to collect health and social benefits information from veterans for more than one department / jurisdictions  Partners – PEI and VAC  Project Status – Phased Implementation ongoing –PPIA Completed
