to establish progress while executing international accords and collaborative projects regulating prevention of disasters and catastrophes and pollution of the Black Sea marine environment as well as monitoring and assessing whether public funds were put to economic, efficient and effective use.  Implementation of international accords dealing with the issues of protection of the Black Sea from pollution.  Efficiency of organization of the public system for control, prevention and consequences elimination of marine environment pollution.  Utilization efficiency of the public funds allocated to protection of the Black Sea basin waters from pollution.  Implementation of international collaborative projects on protection, monitoring and assessment of the waters quality in the Black Sea catchment area. 1. Establish main sources of pollution. 2. Identify the common legal framework. 3. Assess and compare the systems for pollution control and prevention and its consequences elimination. 4. Assess the preventive and protective activities of the state authorities. 5. Assess the efficiency of programs implementation. 6. Determine the dynamics of the waters qualitative composition. Within the frames of bilateral cooperation with the Russian Federation it will be investigated a wider range of issues, including the assessment of present condition, legal regulation, scientific study, protection and reproduction of water biological resources of the Black Sea and the Sea of Azov basins.  National audits will be conducted by the audit participants in parallel and will comprise the tasks of performance, regularity and financial audit.  National audits will be carried out according to national programs of the participating countries and according to the Common Position on Cooperation that will be developed by the Audit Coordinator.  Last three months of 2009 – elaboration and signing of Common Position on Cooperation;  2010 – conducting national audits;  First three months of 2011 – elaboration of the Joint Report;  June 2011 – signing and presentation of the Joint Report at the VIII EUROSAI Congress in Portugal. 1. Information sharing via (discussion of joint draft documents, coordination of various working issues etc.); 2.
