WHO CAN SPONSOR? Canadian citizen or permanent resident 18 years of age or older Live in Canada or, if you are a Canadian citizen living outside Canada, provide proof that you will live in Canada once the person you are sponsoring becomes a permanent resident Sign an undertaking of assistance and agreement Prove that you have sufficient income to support the person you are sponsoring (this does not apply in all cases)

The conditional nature of the PR status would cease to apply in "instances where there is evidence of abuse or neglect by the sponsor, or of a failure to protect from abuse or neglect by a person related to the sponsor, whether that person is habitually residing in the household or not during the conditional period".
