Quality more than Quantity Proposal of new F.O. requirements was instigated by Colgan Air accident. (Requirements may be based on quantity.) Both pilots met ATP hours, and NTSB never cited hours alone. NTSB topics included Training, Oversight, Organizational, Operations, Records, and Simulation Fidelity.
