Funding Unprecedented levels of new money £1.8 billion over 3 years PCT responsible for distribution MPIG Fixed entitlements for GPs PCTs need to quickly learn the system! Payments need to be timely and accurate

Out of Hours Services Totally new solutions required OoH period extended New funding flows National standards apply universally Practices need to decide quickly PCTs need robust delivery plans IM&T implications

Information Management &Technology Significant new investment £200 million over 3 years New national IM&T strategy Good IT essential for Practices and PCTs Practice systems able to record data for Q & O framework PCT payment and monitoring systems

Developing capacity Supporting practices is a key role for PCTs (your success is our success) Contract should assist recruitment and retention of GPs Need to recruit more Nurses, Managers Healthcare Assistants etc Developing existing staff - new skills, new roles (including GPs)

Practice Management Crucial to success for practices and PCTs Need to clarify roles and responsibilities Examine competency framework identify weaknesses within practice PCTs need to develop support and development packages for PMs Practice Manager to lead/contribute to practice strategy development

Nursing This is a practice based contract not just GPs! Team based solutions Training & development of nurses is key to success Need to stress the importance of nurse leadership

Quality & Outcomes Framework £1.3 Billion of new money PCTs and practices must work closely on implementation Needs IM&T investment Requires successful team working PCTs need to understand and plan for indirect impact on prescribing/diagnostics budget

Commissioning Primary Care Out of Hours Directed enhanced services National enhanced services Local enhanced services( GPSIs etc) PCTs need to develop and share a strategic vision for Primary Care

Clinical Engagement PCT managers and PEC need to:- Work with clinicians to deliver the shared vision Recognise and support clinical aspiration Determine early wins
