1.1st meeting of the network! ‐Getting to know each other (better) ‐EEA to provide information on workprogramme on industrial pollution ‐Create a common understanding on how we can work together and in which areas Meeting objectives (1) 2.Invite for country feedback on data-flow management processes: ‐E-PRTR: informal review since 2009 ‐LCP: process being established in 2015

4.Share information across the Eionet network on ‐Industrial pollution indicators ‐State of environment reporting on industrial pollution Meeting objectives (2) 3.DG ENV to inform on Commission processes ‐reporting framework developments ‐IED reporting ‐integration of LCP in E-PRTR ‐implementation of INSPIRE (light approach) ‐clarification of distribution of roles between EEA and DG ENV

European Topic Centre on Air Pollution and Climate Change Mitigation (ETC/ACM) consortium of 14 European organisations, under contract to EEA lead organisation: The Netherlands Institute for Public Health and the Environment (RIVM) European Topic Centre ETC/ACM – partner organisations RIVM Norwegian Institute for Air Research (NILU) Umweltbundesamt Wien (UBA-V) Czech Hydrometeorological Institute (CHMI) Öko-Institute Öko-Recherche Netherlands Environmental Assessment Agency (PBL) Aether Emisia Institut National de l’Environnement Industriel et des Risques (INERIS) Institute of Environmental Assessment and Water Research (CSIC/IDAEA) 4sfera Innova Universitat Autónoma de Barcalona (UAB) VITO

Topics covered by ETC/ACM ‐ Air quality ‐ Air Pollutant and Greenhouse Gas emissions ‐ Noise ‐ Industrial pollution ‐ Energy ‐ Road transport Main tasks: ‐Data and reporting ‐Streamlining of data flows and development of support tools ‐Assessments (thematic areas, indicators) Website: European Topic Centre ETC/ACM – work areas

Industrial pollution as new area of work – Rationale for inclusion in MAWP (SA 1.2) 1.Building of solid knowledge base in the field of industrial pollution Transparency: information for all relevant stakeholders Assessments: Use in indicator assessment, state-of-environment reporting, integrated assessment work and policy evaluation 2.Consolidation and streamlining of reporting decreasing administrative burden establishing a more integrated and transparent knowledge base (through integrated reporting / linking of reported information) 3.Stronger involvement of the EIONET network Data quality improvement activities Evaluation of options for streamlining of reporting for industrial point source information Policy evaluation Indicator development  Focus for : (pro-)active engagement in implementation of industrial pollution legislation and in particular in data reporting

Defining the work area – Policy context EU policy framework Industrial Emissions Directive (IED) European Pollutant Release and Transfer Register (E-PRTR) Large Combustion Plant (LCP) Directive Ozone-Depleting Substances (ODS) Regulation Fluorinated Gases (F-Gas) Regulation EU Emission Trading System (EU ETS) art. 21 – implementation reporting (‘Legacy reporting’ under IPPC, WI, SE Directives) International policy context UNECE PRTR Protocol Montreal Protocol on ODS Convention on Long Range Trans-boundary Air Pollution (CLRTAP) – Large Point Sources Scope Not considered at present Mercury Export Ban Directive / Minamata Convention on Mercury (DG ENV) Directive on safety of offshore oil and gas operations (DG ENER/JRC) Seveso II and III Directives (JRC) Proposal for a Directive on Medium Combustion Plants (DG ENV) Not covered by the work area Policies related to industrial pollution covered by other work areas within EEA ₋[EU Emission Trading System (EU ETS) – data on emissions and allowances] ₋CO 2 emissions from cars, vans and heavy-duty vehicles Out of scope

Objective To support and inform policy development and implementation in the area of emissions from industrial sources by means of data, information/indicators and assessments. Specifically: to support countries and companies with existing and future data reporting to manage efficiently and effectively the annual data-flows related to F-gases, ODS and E-PRTR to support European Commission and countries by performing data QA/QC activities, preparing summary reports, supporting the respective policy processes and for ODS supporting the annual EU submission to the Montreal Protocol; to deliver targeted indicators and cross-cutting assessments identifying the environmental, health and economic impacts of pollutant releases from industrial facilities to air, water, soil and in waste, including studies assessing the effectiveness of industrial emissions mitigation policies, costs of pollution from industrial facilities and identifying co-benefits of policy measures in these areas; to identify opportunities for consolidation and streamlining across these and related reporting processes (together with the European Commission, member countries and other partners). Delivering the MAWP Industrial pollution (ACC2) Data compilation, quality assurance, dissemination, international reporting Montreal Protocol (datasets, dataviewers, maps, ‘up to date’ information etc.) (E-PRTR, LCP, IED, F-gases, ODS, EU ETS) Policy support (e.g. E-PRTR REFIT) Thematic assessments, cross-cutting activities (development of indicator(s), policy evaluation) Consolidation and streamlining

1.Reporting processs support Reportnet platform for all data reporting (incl. reporting & data validation tools) Helpdesk support to the reporters: ‐countries: ‐Central Data Repository (CDR) helpdesk ‐e.g. E-PRTR & LCP ‐companies: ‐Business Data Repository (BDR) helpdesk ‐F-gases & ODS EEA role in 2015 – Four main processes (1/4)

2.Data-flow management and reporting Data-flow management: collection, compilation, quality checking, evaluation & publication E-PRTR & LCP ‐quality checking including feedback to countries ‐publication on EEA website (& E-PRTR website) ODS and F-gases (confidential data) ‐quality checking including intense interactions with companies ‐publication of summary data in EEA Technical reports ‐sharing of raw data and detailed confidential reports with European Commission and single contact points in MS ‐compilation of EU ODS submission to Montreal Protocol EU ETS implementation reporting ‐quality checking including interactions with countries ‐publication of information evaluation in EEA Technical report EEA role in 2015 – Four main processes (2/4)

3.Indicators and assessments Revision/overhaul of indicators ‐ozone-depleting substances indicator (2014/2015) ‐fluorinated gases indicator (2015/2016) Development of indicator(s) on industrial pollution (2015/2016) ‐in first instance on pressures on the environment (emissions to air and water) ‐Core Set Indicator (CSI) + potentially supporting indicators ‐Specific indicator on LCPs State and outlook of the environment (SOER) reporting ‐‘Industry and environment’ – foreseen future report to feed-in to the next SOER report ( ) EEA role in 2015 – Four main processes (3/4)

4.Cooperation with EU institutions and international organisations Commission (DG CLIMA and DG ENV) ‐Contribution to meetings: E-PRTR, ODS, F-gases, IED (e.g. committee, forum, working/expert group) ‐Assistance to ‐policy review processes (e.g. E-PRTR REFIT) ‐reporting framework development (IED and integration of LCP in E-PRTR) OECD Task Force on PRTR (coordinated with DG ENV) UNECE Working Group on PRTR (coordinated with DG ENV) EEA role in 2015 – Four main processes (4/4)
