Process 1) Define the problem 2) Assemble some evidence Initial Report to the GWDC at August meeting 3) Construct the alternatives 4) Finalize the criteria for assessment 5) Project the outcomes on each criterion for each alternative 6) Confront the tradeoffs 7) Make your decision 8) Tell your story; make your argument Council will review recommendations at November meeting. Incorporate feedback from Council
