We’re proposing to modernize our Rodeo Refinery to recover propane from our refining process, and better recover butane — to cut sulfur dioxide emissions by 50%, reduce flaring and make us more competitive with other Bay Area refineries.

 Butane and propane are natural byproducts of the refining process  Propane is commonly used for BBQs, cabins and motor homes  Butane has replaced ozone-depleting chemicals as a propellant, and is used to blend gasoline, manufacture products like synthetic rubber, and provide fuel for cookers and campers

 Will reduce sulfur dioxide emissions by at least 50% — removing about 180 tons from the air annually  Will reduce refinery greenhouse gas emissions  Will further reduce the likelihood of flaring  Will not adversely impact the environment, according to the county’s independent Environmental Impact Review process

Our Rodeo Refinery is the only Bay Area refinery that doesn’t currently recover propane. This project will allow us to remain competitive — so we can continue providing jobs and contributing economically.

 Will create about 200 high-wage construction jobs during the project’s 18-month construction period  Will generate additional state and local tax revenue each year  Will give us new products to sell so we remain competitive and economically viable

 Proposed project would be constructed on existing refinery property already zoned for heavy industrial use  New processing equipment would be installed and some existing equipment would be reused to recover butane and propane, and remove contaminants from these gases  Older equipment will be deactivated and removed  Additional propane storage and loading facilities would be constructed

 Our LPG rail cars are stronger than required by federal regulations  Have been safely shipping LPG by rail for decades — about 20,000 shipments annually  Employees handling LPG receive specialized safety training as required by US Department of Transportation — plus additional industry training  All cars are inspected prior to, during and after loading — and are maintained to strict federal standards  Our facility tracks are inspected monthly and carefully maintained to federal and industry standards

PHASE ONE  Install fuel gas hydrotreater to reduce sulfur emissions by 50%, remove contaminants and improve LPG fuel quality  Install new LPG recovery unit to recover butane and propane PHASE TWO  Install new propane storage vessels  Expand refinery rail car loading capabilities
