Council Resolution and Declaration of Copenhagen In 2002 was launched the enhanced cooperation in Vet area finalised to: The development of a single framework for the transparency of qualifications and competences (EQF) A system of credit transfer in VET (ECVET) The development of a framework for Vet quality assurance

Implementation of the mandate A technical working group (TWG) was established where some member states, the Commission, candidate countries, EFTA-EEA countries and the European social partners were represented. The TWG developed a model and operational instruments for quality on Vet.

The Education Council Conclusions (5/2004) To promote the CQAF on a voluntary basis To develop practical initiatives in order to assess its added value in improving national or regional systems

The European Network on Quality Assurance in VET (Enqa-Vet) A cooperative platform for structured exchange of information and experience, with the aim: To foster transparency and consistency of initiatives across Europe To contribute to raising awareness among the relevant stakeholders To promote the status of VET within Member States/Countries

The progress of the Network The Network has become more autonomous and independent A grant has been given by the Commission (up to 2MEuros) to cover all the activities for 2 years ( ) A general Contractor (Fetac, IE) has taken responsibility for the financial management of the grant and will support the Network

The membership of the ENQA-VET The members of the network are designated by: Member states Candidate countries EFTA-EEA countries Social partners. 23 countries co-financing are represented in the new Network. CEDEFOP and ETF participate to the network as technical and scientific advisers, transferring results to non EU Countries

ENQA-VET’s mission Building a shared understanding of quality assurance and development Fostering cooperation among relevant stakeholders Establishing a common platform, common guidelines and criteria for QA on which mutual trust can be solidly built Involving relevant stakeholders in developing and promoting common instruments and indicators. Working with general and higher education authorities to further develop entire education and training systems within and across Europe.

ENQA-VET’s objectives 1. Building a sustainable European cooperation and exchange of good practice with regard to QA in VET, within and among member countries 2. Supporting the introduction and implementation of the European Quality Assurance Reference Framework 3. Contributing to European policy developments regarding QA 4 Promoting the effective use of communications to increase awareness and understanding of Quality Assurance 5 Meeting the expectations of member states and participating countries, the Commission, and other stakeholders

The instruments of the Network The Network can rely on: A Board, which is the Network executive; it coordinates and facilitates the Network activities and membership National Reference Points, that ensure follow-up of initiatives and dissemination of information at national level A Virtual Community, which provides a communication platform for the Network and for other interested stakeholders
