© 2011 U.S. Soccerhttps://ussoccer.com 15 Assignor Program Objective That all referees are provided proper assignments to ensure their development, retention, and opportunities for advancement.

© 2011 U.S. Soccerhttps://ussoccer.com 16 Code of Ethics for Assignor I will maintain the utmost respect for referees and other officials of the game and I will conduct myself honorably at all times. I will make assignments based on what is good for the game and what is good for the referee. As a member of the United States Soccer Federation, my actions will reflect credit upon that organization

© 2011 U.S. Soccerhttps://ussoccer.com 17 Code of Ethics for Assignor I will contribute to the continuous development of referees in the National Referee Development Program. I will conduct myself ethically and professionally in the assignment process. I will respect the rights and dignity of all the referees and I will not criticize them unless it is in private, constructive, and for their benefit.

© 2011 U.S. Soccerhttps://ussoccer.com 18 Code of Ethics for Assignor I will offer equal opportunity to all qualified referees, and I will not discriminate against or take undue advantage of any individual or group on the basis of race, color, religion, sex or national origin. I will cooperate fully in the timely resolution of any grievance hearing or complaint. I consider it a privilege to be part of the United States Soccer Federation and my actions will reflect credit upon that organization or its affiliates.

© 2011 U.S. Soccerhttps://ussoccer.com 19 Code of Ethics for Assignor (new added 2006) The use of USSF affiliated game assignments shall not be used to persuade USSF registered referees to accept game assignments for non-members of U.S. Soccer. I will safeguard the confidentiality of the USSF registered referee list. I will give priority to USSF affiliated games when assigning games.

© 2011 U.S. Soccerhttps://ussoccer.com 20 Risks for Assignors If a assignors use unregistered referees; Assignors MUST NOT assign any referee that they can’t personally verify current registration information on. YOU CAN’T TAKE THEIR WORD FOR IT !!! The league, assignor and referee are not protected under the USSF liability insurance The assignor can be suspended pending a hearing by mrdp if a grievance is filed

© 2011 U.S. Soccerhttps://ussoccer.com 28 As an assignor, you have to register as a referee to complete a background check. You also have to select an event and select an assignor before the system will let you even see the background check tab. You should only need to run the background check once every 18 months.

© 2011 U.S. Soccerhttps://ussoccer.com 29  Missouri Assignors must be registered and clear a MYSA background check electronically each 18 months prior to re-registration approval.  Missouri Assignors must be registered electronically with the USSF each year. According to the Missouri State Referee Committee beginning 2010  Until Missouri Assignors meet these criteria…  they are not registered with USSF  they cannot assign any games, league or tournament  their access to current referee information in the USSF system is automatically blocked.  Missouri Assignors must attend a Missouri annual assignor recertification clinic once every 2 years minimum.

© 2011 U.S. Soccerhttps://ussoccer.com 32 USSF on-line access for Assignors You will use your a USSF login id number preceded by a “R” and password (normally it is your last name unless you’ve changed it). Using that access will allow you to query the national database to get the following results IF someone is currently registered: Name State Assn Registered Through Year of Birth (not a complete date) Zip Code address (if they provided one) Home Phone If the person you’re looking for year but not yet approved by the state, you may get a message that says “The USSFID number is valid, but the user “name” has not yet been Approved with USSF”. If the person is not yet registered or released for the current year, you would get that same message instead of their info. If they’ve never registered at all, they simply won’t appear.

© 2011 U.S. Soccerhttps://ussoccer.com Assignor Mo. Re-Registration Process All Assignors that will interact in any way with affiliated youth programs in Missouri MUST register annually with MYSA using their gotsoccer electronic online process. Re-register on-line through US Soccer as well. Gotsoccer clears them (directors) with a background check automatically if they did one as a referee. Not a separate process. Once they are cleared with gotsoccer, the SYRA/SRA goes online to approve and released them in USSF. Assignors can then see and use both systems.

© 2011 U.S. Soccerhttps://ussoccer.com USSF/MYSA Registration Process All Referees, Assignors, Instructors, Assessors and Administrators that will interact in any way with affiliated youth programs in Missouri MUST register annually with MYSA using their new gotsoccer electronic online process, (as well as on-line re-registration through US Soccer). To do a background check, ALL must follow the same procedure as a referee. i.e. register as a referee, select an event, select a primary assignor. All these records to reset annually to mirror USSF registration year.

© 2011 U.S. Soccerhttps://ussoccer.com 44 Referee Questions Assignors are the first person that referees will think of when they have a question. Even even if they know that you are not the person who can solve it, they assume you’ll know who to talk to about it or where they can find the information. Referee requirements can change annually. Assignors therefore MUST be aware of all the current requirements for each USSF referee they assign.

© 2011 U.S. Soccerhttps://ussoccer.com 45 Referee Re-Registration Re-register online with USSF direct All fees are paid online Post card from USSF says: go to mrdp.org For on-line testing instructions To find re-certification clinics Bring proof of passing test & re-registration + 3 hour clinic = grade 8 badge If grade 7 or above, must also show: Proof of passing maintenance assessment Proof of passing physical testing

© 2011 U.S. Soccerhttps://ussoccer.com 46 TIME LINE Instructor gives paperwork/data to DRA DRA sends to SYRA SYRA inputs or releases online SYRA uploads new list to mrdp monthly USSF releases/approves Referee appears to assignors in USSF system

© 2011 U.S. Soccerhttps://ussoccer.com Assessment Process In order to get an assessment for upgrade, referees must go to mrdp.org and fill out a “request for assessment”, then snail mail it and the assessment fee to the SDA. After verifying the eligibility, the SDA, or district assessment coordinator, will then coordinate the assignment of an assessor for the level of game assessment needed. Annual assessments are paid for at the time of a referee’s re-registration as grade 7, 6 and 5. DAC can coordinate those assessments. Referees can’t choose their own assessor.
