Joint meeting with National Statistical Offices and National Mapping Agencies of the Phare Candidate Countries Report on the use of geographical information in the statistical office of Romania Luxembourg, October 24, 2001

Role of NSI in Romania National Statistical Institute National Statistical Institute - organize and coordinate the official statistics in Romania; - specialty body of the central public administration, subordinated to the government. to the government. Use of GIS in NSI Use of GIS in NSI - the needs for better presentation and interpretation of statistics, together with improved and more available tools for geographical analysis and statistical mapping, have put GIS on the agenda of our statistical institute. - main objective of NSI was to develop a GIS capability within the Census Division, to disseminate information from the 1992 Census and to plan for the next population and agricultural censuses; - GIS is not used for the Population and Housing Census (March 2002) because of lack of resources; Luxembourg, October 24, 2001

Use of GIS in NSI Use of GIS in NSI GIS unit is part of Census Division ( 3 persons); GIS unit is part of Census Division ( 3 persons); Gis unit elaborates specific thematic applications for population statistics, agriculture, environment, demography, industry, election statistics etc; Gis unit elaborates specific thematic applications for population statistics, agriculture, environment, demography, industry, election statistics etc; Users - the departments of NSI and from outside; Users - the departments of NSI and from outside; GIS tools used: GIS tools used: - ArcView 3.0 (3.2 for testing) – 3 licenses- mostly used - PC Arc/Info 3.5. Luxembourg, October 24, 2001

The central database The central database Luxembourg, October 24, 2001 All the data used by NSI - received from Geosystems (ESRI – Romania) (for free). The database contains the administrative boundaries of the territorial units of Romania, in vector format The complete database that consists of 52 coverages in Arc/Info format, subdivided in 11 themes The digital map of Romania was realized in ARCINFO format, at scale 1: and the data are stored in meters. The database had several errors (missing communes, different shapes for localities, etc) ESRI never rebuild a new version at this scale. NSI modified the data itself.

The central database The central database THEME COVERAGE 1. Administrative boundaries at county level (NUTS level 1) ROMANIA - one coverage with Judet boundaries, border line, the residence towns) 2. Administrative boundaries with communal territories, one coverage for each of the 42 counties (NUTS 3 level) Alba, Arad, …. Vrancea (42 coverages) 3. Railroad networkCFR 4. RoadsDRUM and DRUMEU 5. LocalitiesLOC 6. Hydrography – the main riversHIDRO 7. Hydrography – the main lakes LACURI 8. Hydrography – detailed – water courses and lakesAPE 9. EcoregionsECOR 10. Pedoclimatic microzonesMICROZ 11. Border linesHOTAR Other two coverages, created by the NSI: - one for the development regions (NUTS level 2);From the existing ESRI coverages - one for communes (NUTS level 5) Luxembourg, October 24, 2001

The link between spatial and statistical data The link between spatial and statistical data The central database All the data used by NSI were received from Geosystems (ESRI – Romania). The digital map of Romania was realized in ARCINFO format, at scale 1: and the data are stored in meters. The database that consists of 52 coverages in Arc/Info format, subdivided in 11 themes. Luxembourg, October 24, 2001 Until now, the statistical data was not integrate in one uniform relational database because the users are coming from different departments. The statistical data are received from the interested departments of the NSI The format of the database are usually formats accepted by ArcView (FoxPro, Visual FoxPro) – the requirements for data formats are established by us. To link statistical data with the spatial data, the NSI uses the SIRUTA key - as primary key. SIRUTA - a unique code for each locality and for each county. SIRUTA nomenclature - updated every six months according with the changes made at administrative level The nomenclature of localities is used for the needs of statistical surveys and for automatic data processing. All the departments of the NSI create the statistical database only using this key
