Key Terms Term Description Tax Company Tax Reporter (PU19) Agency four-character designation used for reporting purposes. Each such designation is assigned a distinct Employer Identification Number (EIN) and is mapped to a tax company for tax calculation purposes. Tax Reporter (PU19) Transaction code which is used to access quarterly and annual tax reporting forms Note: The tax reporter should be ran after each payroll to verify that deposits and liabilities are in balance.

HRMS Role Based Security Human Resource Management System (HRMS) has role-based security A “role” is defined as a major grouping of activities that reflect a specific aspect of a person’s job While a role may have several activities assigned to it, an activity can only be assigned with one role. A person may be assigned one or more roles, and roles can be assigned to one or more persons. Your assigned HRMS role dictates the information that you can create, change and display Your agency assigned your role based on what tasks you perform There are centralized roles and decentralized (agency-level) roles

Tax Reporter Processor Centralized role Only users with this role will be able to access and run the Tax Reporter (PU19) Responsible for running the agencies quarterly and yearly reports to file federal taxes. It is CRUCIAL that Tax Reporters verify that they have entered their agency specific data prior to saving any record. The Tax Reporter Processors are responsible for running the agencies quarterly and annual tax form.

Setting up your Tax Reporter Access the Tax Reporter by entering the transaction code PU19 (Tax Reporter) into the command field Click (Enter) to access the Tax Reporter

Setting the Test Run tab as the default Tip: This is true for all the reports annual, annual correction, quarterly and quarterly correction by setting the default once. The (TEST run) tab is set to display each time you access the Tax Reporter

Quarterly Folder overview Quarterly Correction Form 941- Form that is used by the Internal Revenue Service (IRS) to ensure that deposits of employment and withholdings taxes have been made timely Form 941X— Form used to make corrections made on Form 941

Annual Folder overview Annual Correction W-2- Form used to list employee’s total wages/compensation and taxes withheld within the calendar year 1099-R*- Form used to report distributions from annuities, profit sharing plans, retirement plans etc.. during the given year. W-2C- Form used to make corrections to an employee’s W-2 Form. 1099-R*- Correction- Form used to file a corrected 1099-R Form Note: 1099 R is Only used by the Board of Volunteer Firefighters (2201) W-2 and W-2C’s are sent to SSA 941 and 941X’s are sent to the IRS. IRS and SSA compare the totals. If they do not match a penalty letter WILL be mailed. W-2C- Used to correct errors on Form W-2 filed with the Social Security Administration, as well as to provide corrected Form W-2 to employees.. Note: * Only used by the Board of Volunteer Firefighters

Section 2: Quarterly forms

Key Terms Term Definition Form 941 941- Schedule B Use Form 941 to report the following amounts: Wages you have paid. Tips your employees have received. Federal income tax you withheld. Both the employer’s and the employee’s share of social security and Medicare taxes. Current quarter’s adjustments to social security and Medicare taxes for fractions of cents, sick pay, tips, and group-term life insurance. 941- Schedule B On Schedule B (Form 941), list your tax liability for each day. Form 941x Use Form 941X to correct errors on Form 941 that you previously filed.

Process flow of Form 941 *Day 5 of 1st Pay Period of the month run in TEST Verify Form 941 is in balance *Day 5 of 2nd Pay Period of the month run in TEST End of Quarter run in TEST Run Form 941 in Production and enter Generation date Send Form 941 to IRS * Repeat for each month of the quarter.

Accessing the Form 941 To access the Tax Reporter enter the transaction code PU19 (Tax Reporter) Click (Enter) to access the Tax Reporter There are user procedures on creating Form 941, available for your reference on the OLQR. Note: If you prefer the drill down-method to access the Tax Reporter follow this path: Human Resources-Payroll-Americas-USA-Subsequent Activities-Period-Idependent-Evaluation-PU19

Fields to complete: Tax Company Reporting Period End Date* Consider Payroll Results up to Note: If you do not enter the last day of the quarter, the Form 941 will revert back to the prior quarter Tax company: Select agency tax company Reporting period End date- End date of the reporting period you are running the 941 for. Reporting period end date- Consider Payroll Results up to: What payroll period(s) do you want to include in the report? This date will allow the tax reporter to consider retroactive adjustments impacting the tax reporting period. Note: Agencies should run the 941-quarterly after each payroll to verify their deposits and liabilities are in balance. Running the 941 in test mode will allow agencies to view their 941s without creating a final document Quarter includes Quarter Ends Time frame when the Production Run of Form 941 of the quarter should be ran Form 941 is Due 1. January, February, March March 31 April 21-April 30 April 30 2. April, May, June June 30 July 21-30 July 31 3. July, August, September September 30 October 21-30 October 31 4. October, November, December December 31 January 21-30 January 31 Tip: Agencies should run the 941-quarterly after each payroll to verify their deposits and liabilities are in balance. Running the 941 in test mode will allow agencies to view their 941s without creating a final document.

Accessing the Form 941 cont’d. A huge benefit of running the 941 in test mode is that you can run it as many times as you want without ever creating stored production runs. To examine a retro calculation that was done on an employee and you want to see how see if the retro will affect the employees’ taxes Click the Quarterly folder to display options Select the Form 941 Enter Personnel Number(s) If running for entire agency enter 1 to 99999999 Select Test online Note: If a large agency, select Test background to generate results, and access via the Log Manager.

To view the 941 form: Click on the folder next to Forms- PDF Forms generated Double click the form text to view 941 Schedule B 941 for a Tax Company Note: The magnetic media is used only by the Department of Enterprise Services (DES). The magnetic Media is only used for W-2 reporting as DES does not currently send IRS the quarterly forms centrally) The 941 Schedule B should match your agencies URMR for each pay period. If there is a difference it should be researched to be sure it is accurate. *Note: If you selected Test Background on the previous screen you would access the Log Manager to view the forms.

Form now generated automatically by HRMS Used to file quarterly with the IRS Rolls up the total W-2 amounts for all employees for the specified quarter The HRMS form is not currently fileable. Print the HRMS form and transfer the information from the HRMS form to the official form sent by the IRS. Note: Per Enterprise Service Communication of 4/1/2014 the IRS has eliminated lines 12a and 12b on the 2013 Form 941.

Accessing the Form 941 cont’d. Form 941 Schedule B total liability must match the total taxes on Line 10 of the 941. Run the Remittance Detail Report (PC00_M99_URMR) to verify your agency deposits. Enter /n PC00_M99_URMR into the command field and press enter to access the report. Instructor notes: The Schedule B shows the pay dates and the amount to be deposited. Deposits occur on the next banking day. 941 schedule B- -Employers' Record of Federal Tax Liabilities. Used to list your tax liability for each pay date. The 941 Schedule B should match your agencies URMR for each pay period. If there is a difference it should be researched to be sure it is accurate. Once you have generated your 941 test results, run the 3rd party remittance detail report (PC00_M99_URMR) to verify the liabilities match . At the end of each quarter, after the quarterly form 941 has been verified to be in balance, agencies can run their 941-in production to create the actual 941-Form that will be sent to the IRS for quarterly reporting. Tip: You can also use OFM’s reconciliation document (PC00_M99_URMR to AFRS*) to verify. *OFM tax deposit reconciliation document: http://www.ofm.wa.gov/resources/payroll/reconciliation.asp

Remittance Detail Report Refer to the OLQR User Procedure: 3rd Party Reconciliation Click (Get Variant) to access the Statewide Variants Created. Select the appropriate variant Enter your business area and the due date Click (Execute)

Remittance Detail Report * Note: For 2012 and 2011 the Employee and Employer Social Security Amounts will be different. The Social Security rates are scheduled to revert back to 6.2% in 2013. This is currently under review. Refer to the Year End Website (http://hr.wa.gov/payroll/HRMS/YearEnd/Pages/default.aspx ) for any updates regarding the Social Security rates.

Click to the left of the folder to open The first two columns correspond to the entries that you made in the reporting period end date and consider payroll results to fields respectively, while the remaining columns indicate the date and time that the run was executed, and by whom. All runs are summarized in a drop-down tree structure. For example, by opening the test tree structure (shown on the next slide), you can access the run summary screen

An information window will display if the spool is beyond the 3-7 days indicating that the spool can not be found. Form 941 Log Manager- Adjustments (Form Summary) Adjustment (Form Summary) Double click the report detail Common report tree detail includes: Employees with negative Wage Type /5PY (results ignored, no action required) Cross-quarter retrocalculation (Rollover) Manual entries (T5UT1)

Form 941 Log Manager- Adjustments (Employee Details) To export the manual adjustment, click on the export Icon Class note: You can use the ALV toolbar within the Log Manager to set filters, remove unwanted columns from the display or even export to a spreadsheet by using the export button on the ALV toolbar. Manual entries Double click Manual entries and the list will appear to the right Summary total of all manual deposits that were done outside the system and entered through the Tax Reporter Manual Adjustment Deposit screen Tip: If the list is one page or less, you can highlight it, copy (Ctrl+C) and paste (Ctrl+V) into an Excel spreadsheet or Word Document.

Cross quarter reto roll over- will identify the employee(s) personnel number that had a cross quarter retro calculation- it will also identify the period that the retro was for, and when it was entered (the for period) and (in period) To see how the IRS is going to report, run a Form 941 for each of the PRNR on each quarter to check if there is a 941x for the employee. If you have questions re: one employee, simply run the Form 941 for that employee. Cross-quarter retro calculation (Rollover) Summary by Form Field of cross quarter retro amounts that could be considered.

Form 941 Log Manager- Adjustments (Employee Details) cont’d. Instructor notes: Next is the Retro ignored-retro goes to prior year or form does not roll over. This section will identify the employee(s) personnel number, the period that is impacted, and when the retro was entered and the amount that was entered. These entries need to be reviewed and reconciled in the detail section. These are consider non reportable in the system in the current reporting period. It is important that agencies review the master data that is associated with the error to correct for accuracy. Need to check the PRNRs in question. Look for a correction document. Prior year- usually means a W2c or 941X Retro ignored. Retro goes to prior year or form does not roll over Review master data entries associated to the error for accuracy. These are considered non reportable in HRMS in the current reporting period.

Form 941 Log Manager- Errors and Warnings Instructor notes: Errors and Warnings – Critical to review. Example of errors and warning messages include: Employees with manual entry ignored; Indicates manual adjustments made in Tax Reporter that were not included in the run.   Cause: This is from multiple production runs for a single period. Subsequent production runs (if using the same as-of-date) only consider entries created before the first production run and ignore those entries created after. Solution: Delete your current production run and re-execute the production run extending the as-of-date (Consider Payroll Results) byone day. Example: The example above was a run for 3rd quarter 2013 with: End date – 09/30/2013 As of Date – 09/30/2013 Delete the run and re-execute with the following criteria: As of Date – 10/01/2013 – Extended one day Common error messages: Employees with worksite assigned from Infotype 209- no action required Retroactive Taxco change. EE #009999 Taxco: 9999- this message means the employee had a retroactive tax company change during the reporting year. Action needed if you receive this error: Validate W-2 CREATED IS IN BALANCE. If the change was outside your Business area a 941X and W-2C may be required. Taxco mis-match (manual Entry vs. IT 1) EE#009999 Taxco 9999- this message is due to the employee’s manual PU19 adjustment possibly being input under the incorrect tax company. The employees reflecting with a General error message-should be reviewed for W-2 accuracy. For employees out of balance, the Wage Type Reporter can assist in locating the payroll error for correction! Errors and warnings- Always check Cause for this screen shot example: Manual Adjustment has been keyed into system after a production run

Form 941 Log Manager - Errors and Warnings cont’d. The employee located on the Tax Reporter log manager - Errors and Warnings/Employees out of Balance. Review the employee’s payroll results using transaction PC_PAYRESULT. Solution to cause 1: Review the manual adjustments for PRNR (s) provided. Ensure that the tax entries are the correct amount for the taxable entry. Solution to cause 2: You can determine the period by executing the 3RD Party Remittance Report for the applicable quarter using the statewide variant: SWV IRSQTR# ## - EFTPS deposits IRS #th qtr ## ****Refer to hand out Identify employees out of balance for Federal Reporting   Employees out of balance: An incorrect adjustment amount was completed in Tax Reporter Retro calculation or non-cash entry completed on employee that is in withdrawn status or on LWOP. Manual Adjustments Are required when an employee has an under payment or over payment for a prior year and the tax values and tax amounts need to be adjusted to make the employee’s W-2 correct and the employer’s 941 quarterly reports correct. Two reasons why a manual adjustment should be made: The employee is off staff and has an underpayment that cannot be paid through HRMS due to circumstances, or they have an overpayment that has been paid off after separation Payroll adjustments cross calendar years for either over or under payments as well as additional payments. The most common reason for an adjustment is forgetting to consider pre-tax or deferred wages – the tax owing is valued on wages after pre-tax and deferrals. Before manual adjustments can be completed, you will need to run the Tax Reporter, 941 Quarterly Report, and W-2 on the employee to capture before and after screen shots for backup documentation and review. Manual Adjustments- Correcting & Deleting cont’d. .Note: It is very important that you verify that you have the correct Tax Company entered into the field. It is possible for an agency to create a manual adjustment for an employee who no longer works for their agency or never has worked for the agency. For example: An employee worked for the WSP, in February of the current year the employee transfers to the DNR. The employee had a prior year overpayment when he/she left WSP. WSP collected the money and now will need to create a manual adjustment to the employees record, even though the employee no longer works for WSP. In this example creating a manual adjustment for an employee who no longer works for your agency is correct. Use the W-2 Log Manager to view and verify error and warning messages. Tip: Highlight the W-2 to auto fill the dates on the next screen to be for the entire year (as the W-2 is an annual form) If you highlight the Quarterly form before you execute the Manual entries option the dates will auto fill with the quarter range selected here. Section 5: Common scenarios

Scenario 1: End of year underpayment Employee was not paid through HRMS. Issued a petty cash check. Adjustment are needed to : Increase the employee’s W-2 Increase the employers 941 Note: If the adjustment is made: Before the W-2 created and before the Form 941 has been sent; a W-2C or 941X is not required. After the W-2 created but before the agency files the 4th 941; A W-2C is required but not a 941X After the W-2 created and after the agency files their 4th Qtr 941; A W-2C and 941X is required. Solution: Two manual YTD adjustment entry will be required to reduce the agency liability and deposit in the current year and record the deposit and liability to the previous year.

Scenario 2: Discrepancies in Reporting On Jan 15, 2010, the 4th Quarter Form 941 was run in production with an end date of 12/31/2010. The Form 941 has not been filed with the IRS and there is no generation date entered. Jan 20th, Payroll is notified of a manual adjustment that has been excluded from the 4th Quarter 941 run- A W-2c is needed as DES processed W-2s for the employee/employer shares. Solution: Delete the Production run of Jan 15th. Create the YTD adjustment for the employee Rerun the 941 production run using the following dates: Dates of form generation: Same date as original run Consider Payroll Results up to: Enter a date that is after the original run (1/1/2011), but before the next payroll (1/11/2011)

Payroll Results Table Used to view the stored payroll results for a specific payroll run. Refer to the OLQR User Procedure: Payroll Results Access the Payroll Results Table by using the transaction code PC_PAYRESULT Note: You can also highlight the payroll period of interest, by clicking on the payroll period record and clicking Display. Notice that the payroll records that appear in the Payroll Results area, are assigned a Status of Record. This status can be: A (current result) P (previous result) – Predecessor of current (a retro generated for a prior period would generate a “P”). O (old result) – Replaced by two retro payments, also a predecessor to “O”. For Period signifies the start of the period. In Period signifies what payroll the period is in. Note: other payroll information that can be viewed by highlighting the selection in the Name column and clicking Display include: WPBP – Basic employee / pay information TRCT- Displays taxes monthly, quarterly, yearly totals to date for each pay period CRT – Cumulative Results Table that lists year-to-date information and month end information CO/C1- Cost distribution- used to validate RPCIPE fixes- If no costing information on the position you will receive errors. DDNT- Final deductions not taken. ARRS- Arrears table- to display amounts in arrears.

Remittance Detail Report Is used to report 3rd Party Payments made to vendors. OASI= Old Age and Survivor’s Insurance (OASI)and Medicare OASI is a federal employment tax for retirement, survivors, and disability benefits. Matching contributions are required from both employees and employers. The Medicare federal employment employee and employer matching tax supports federal health insurance.

Payroll Posting Report The Payroll Posting Report displays all postable wage types and the associated General Ledgers and Cost Distribution. This report displays postable payroll entries and can be viewed after Day 1 – Day 4 processing. Refer to the OLQR User Procedure: Payroll Posting Report Access this report using the transaction code: ZHR_RPTPY126 Tip: Run this report for a single employee without entering your Personnel Area to see all transactions for a mid period transfer or a retro over multiple business areas. Instructor note: The tax exempt status report is used to view active employees within your agency who have indicated ‘N’ in their withholding tax schedule. This is a general guideline for the indicator to determine whether an employee's earnings are exempt from taxation.
