Part 3: Registers

Register Basics 1.S53 NRSWA requires a STREET AUTHORITY to maintain a Register of all street works, and other prescribed works. 2.Register can also be a notice management system, but must fulfil roles of both. 3.Can be either a local or central Register, eg ‘London Works’ or Elgin ? 4.Data needs to be kept for 6 years beyond guarantee date.

Form of Registers 1.Electronic. 2.GIS by April NSG, complying with BS7666: 2006 Pt 1. 4.Use a common, National geographical dataset - DNF. ( 5.DNF – a National, consistent way of constructing streets on a jct to jct basis using rd centreline.

Register Content 1.Notices. 2.Directions; S56, S58, S66, S62 3.SED’s, TS and protected street & rd cat details. 4.Schedule 4 details. 5.Proposed classifications. (TS, SED etc) 6.ALL streets. (private, prospectively maint etc) 7.Consents to work in a prot street (S61) 8.Details of licences (S50). 9.Details of any ‘unknown’ apparatus reported. 10.Notices to SU’s of highway works. 11.Rd closures & diversions under S14 RTRA Details of authority works.

Register Access 1.Free access to Register 08:00 -16:30 on weekdays. 2.Registers to go on web – Elgin etc. 3.Website searchable using NSG / street name. 4.Highways Agency has it’s own way of disseminating info. 5.SU can nominate info as being restricted. 6.Restricted info must not be made publicly available. 7.Phone no’s etc must not go on Register web site.

Part 4: Gazetteers & ASD

NSG Basics 1.BS , Pt 1. Level 3 2.Street Authorities responsibility to create. (Based on NLPG data) 3.Must contain ALL streets. 4.All NRSWA info linked to a type 1 or 2 USRN. 5.Prov street used where an SU cannot find a valid ref on an authorities gaz. 6.Motorway & Trunk Roads have the option to use a different referencing system. TRSG ! 7.LHA’s need to consult others who have added ASD to their gaz before making changes.

Reinstatement Category Changes 5. “Special Type – Over 30 MSA”. Changes to; 5. “Carriageway Type – 125 MSA” New 10. Carriageway Type 6. Over 125 MSA.

Downloading / Uploading 1.LSG / ASD is not included in the XML format yet. 2.LSG / ASD to be uploaded & downloaded using FTP / csv. 3.Authority OD files uploaded via XML. 4.Other ‘interested parties’ to submit records to hub to declare an interest. 5.LSG / ASD updates on a monthly basis. 6.SU OD files sent to authorities via XML.

Part 5: Streets Subject to Special Controls

Protected Streets 1.S61 NRSWA. 2.Strategic streets, high traffic. SU’s must have an alternative street. 3.Usually applied to new streets. 4.No new apparatus except by approval. 5.Works in verges not usually affected. 6.Highway works should be carried out at weekends / night.

Special Eng Difficulties 1.S63 NRSWA. 2.Bridges, ret walls, cuttings & embankments, structures, subways, tramways, culverts, special SU apparatus, pipelines & eng probs. 3.Desigs on request from 3 rd party. 4.Cellar owners should contact authority. 5.Works near known cellars - Need to contact cellar owners.

Traffic Sensitive Streets 1.S64 NRSWA. 2.Total flow per lane= more than 500 v / hr. 3.C’way less than 6.5m wide + total flow=more than 600 v / hr. 4.Street in a congestion charge area. 5.Traffic flow is more than 25% HGVs. 6.More than 8 buses / hr. 7.Salt route. 8.Street is within 100m of a signalised junction, gyratory or roundabout. 9.Ped flow of at least 1,300 pedestrians / hr / m width. 10.Tourist route, or significant event route. (Olympics).

Making Designations 1.Street Authority Gives (at least) 1 months notice to; 1.All utility co’s 2.All local authorities with an interest. 3.Police & emergency services. 4.Passenger transport executives. 5.Any interested person / organisation. 6.Property occupiers (for protected streets) 7.Notice added to website (for Protected Streets) 2.Need to include criteria (TS streets). 3.At the end of the notice period the Street Authority must consider any objections. 4.Add ‘provisional status’ to Register whilst notice is running. Add to ASD once approved.

Withdrawing Designations 1.Need to undertake periodic reviews. 2.3 rd Parties can ask for desigs to be reviewed. 3.Designation ‘originators’ must be consulted before withdrawing. 4.ASD updated and desig is then withdrawn. 5.Decision details added to REGISTER. 6.Must consult with anyone entitled to a notice for MAKING a desig.

Conclusions Registers need to hold a lot more info. Documentation trails needed. More reviews of LSG / ASD data. Especially for TS streets. Need to tighten up procedures for designations. ASD is potentially a lot more ‘useful’.
