An Overview of the Federal Segment Architecture Methodology

Who created the FSAM? Federal Segment Architecture Working Group (FSAWG) A cooperative effort with the federal architecture community Formed in January 2008 as a sub-team to the Architecture and Infrastructure Committee (AIC) Formed at the request of the OMB Chief Architect

What is the Federal Segment Architecture Methodology (FSAM)? FSAM is a step by step process for developing and using segment architecture. FSAM was created by chief architects within the federal community by reviewing over 200 federal “best practice” analysis techniques and focusing on answering key questions: What are the primary change drivers impacting the segment? What are the current segment systems and resources? What are the deficiencies or inhibitors to success and how can we improve information security within the segment? What are the vision and performance goals for the segment? What are the design alternatives for achieving the performance goals? What projects are required to achieve the target segment architecture and in what order should they be executed? 4

FSAM includes the steps for developing a Segment Architecture as well as hand-offs to Enterprise and Solution Architecture. 5

Suggested analytical techniques for each output have been included in the FSAM with templates from Agency best practices. Each suggested analytical technique table includes: Output name Associated FEA Layers Name of suggested analytical technique Link to the template/example Contributing Agency

Output: Governance Framework (Step 1) FSAWG Suggested Analytical Technique: Governance Framework Provides a formalized definition of decision-making roles and responsibilities.

Output: As-Is Key Information Sources and Qualitative Assessment (Step 3) Suggested Analytical Technique: Authoritative Data Source (ADS) Candidate Qualitative Analysis Matrix Used to document the sources of information in the current state and determines the most trusted sources of data by information class and data entity. Output: As-Is Systems and Services Scoring (Step 4) Suggested Analytical Technique: As-Is Systems and Services Description and Scoring Used to determine where adjustments to the segment systems and services architecture should be investigated. DOI

Output: Target Conceptual Solution Architecture (Step 4) Treasury Suggested Analytical Technique: Target Systems and Services Interface Diagram Used to describe the conceptual solution architecture by providing an integrated view of the combined segment system, service, and technology architectures. 12

As we continue to evolve, our discipline will become more effective. Template Based EA Submission FSAM helps deliver “actionable architecture”. Following FSAM will produce the data to populate the segment architecture template as a by-product. FSAM improves hand-offs between EA and our solution architecture, CPIC, and PM colleagues.

FSAM Toolkit Will Help Standardize and Expedite Architecture Development. The Architecture Community will have an on-line Toolkit based on best practice analytical techniques to include: Step-by-Step Methodology Outreach & Training Material in Presentation Format Analytical Templates and Examples based on proven best practices Downloadable Work Breakdown Structure based on FSAM to launch a segment architecture project Eventual population of Case Studies for reference Collaboration on recommended FSAM improvements for future releases via OMB MAX site. .
