FDOT Modal Office Team Agenda 1. Availability of modal data and measures 2. More multimodal definitions 3. Discussion

Statewide Mobility Performance Measures Team Purpose To provide guidance and support to FDOT and the state’s MPOs on multimodal mobility performance measures including reporting for internal and MAP-21 purposes Consensus on approach and measures

aaaaaaaaaaaaaaaa MAP- 21 Requirements Moving Ahead for Progress in the 21 st Century 5 USDOT wants States and MPOs to do performance based planning

ISTEA/TEA-21 MAP-21 Multimodal Public Involvement Performance Measures 6

Get out in front Positive Supportive Florida DOT’s Perspective “We track progress toward meeting our own goals” “FDOT is committed to being leaders and innovators in this vitally important area of transportation management” Ananth Prasad FDOT Secretary

MAP- 21 National Goal Areas for the Federal Aid Highway Program Safety Infrastructure Condition Congestion Reduction System Reliability Freight Movement and Economic Vitality Environmental Sustainability Reduced Project Delivery Delays 8

Use of Performance Measures Performance Based planning Not area funding allocations Application of performance management principles to transportation system policy and investment decisions 9

MAP 21 MAP- 21 Mobility Performance Measures Schedule December USDOT Notice of Proposed Rulemaking 2013 Spring States set targets 2014 Effective date of final rule MPOs set targets day comment period USDOT establishes measures FallSpring October

URBANIZED AREAS Performance Targets States will set targets within 1 year after the final rule MPOs will set targets within 180 days after States set their targets

Performance Targets MPO Desire for Coordination Desire for Coordination 12 States and MPOs must integrate performance plans into a performance-based process

FDOT Draft MAP-21 Recommendations Vehicle miles traveled % travel meeting generally acceptable operating conditions Travel time reliability Delay % miles severely congested

FDOT Draft MAP-21 Freight Recommendations Combination truck miles traveled Travel time reliability Combination Truck Delay % miles severely congested

FDOT TranStat’s Intent FDOT will provide an analysis of all required MAP-21 mobility performance measures For the state as a whole (not by Districts) Each MPO (has the option to use or not) Comparable measurements for road networks MAP-21 networks State Highway System

FDOT Central Office Roles: Coordinate statewide efforts on MPM ProgramProduce and report on statewide MAP-21 measuresProduce annual TranStat Source BookProvide additional MPMsLead development of targets and support MPOsDevelop and provide training in 2014 Central Office District Office MPO

Provide input to Central Office on MPM program Implement FDOT projects/programs to implement Federal and State goals/objectives and document activities Develop own MPMs within districts, if appropriateCoordinate with MPOs and Regional MPOs Provide MAP-21 mobility performance measure analyses developed by the Central Office Provide technical support Provide advice on setting goals and objectives FDOT District Offices Roles: Central Office District Office MPO

MPOs Roles: Comply with MAP-21 – Use calculated results provided by FDOT, if desired – Report to FHWA as required – Develop performance targets – Include in LRTPs and Congestion Management Plans to evaluate alternatives, programming/prioritization of projects Develop own MPMs, if appropriate Coordination with other MPOs, if appropriate Central Office District Office MPO

On-going Activities Task Updates – Source Book – HCM Bike LOS – Bike/Ped RCI – Reliability Model testing – Trip Oriented Framework – Travel time reliability LOS – SIS/NHS Connector analysis – Evaluation of Draft HCM Chapter 36

On-going Activities Task Updates – Reliability on Express Lanes – TOPS-BC for Florida – Comparison of PM approaches – Statewide Lane Elimination guidance – Accessibility PMs – TOPS-BC for Florida – Comparison of PM approaches – Statewide Lane Elimination guidance – Accessibility PMs

On-going Activities – Data Sources Travel Time and Speed Data Data SetCompletenessGranularityData AvailabilityFreightCoverage NPMRDS Only uses raw data in generating speeds, where there are no observations there are gaps in the data. 5 minute speed data New data is reported monthly - Historical data is made available Includes separate truck travel speeds Covers the entire National Highway System (NHS) HERE Where data is missing imputed data is used so there are no gaps 5 minute speed data Real time data can be accessed any time – Historical data requires an archiving system e.g. RITIS Does not include separate truck travel speeds Covers the entire TMC network in Florida – 20,000+ miles and provides separate TMCs for HOT lanes TOM Roughly 30% of overall travel speeds come from direct field measured observations 15 minute speed data could be disaggregated to 5 minute data Origin/Destination data is available. Travel time data can be provided monthly or annually Does not include separate truck travel speeds Provides data on a linear referencing system with smaller segment lengths than TMCs. TOM TOM likely provides the widest coverage INRIX Approximately 75% of travel speeds in the peak period come from field measured observations Speed data can be provided in 1 min intervals, 1 hour interval, and any interval in-between INRIX Data Downloader allows the subscriber to download any data at any time Captures real time truck speeds which can be used to create a freight profile- No truck travel speed archive Covers the entire TMC network in Florida – 20,000+ miles. INRIX provides additional data for minor arterials and collectors through the XD system

Outreach Training Plan Outreach – Website – Video – Project Sheets

Outreach GOALSOBJECTIVESSTRATEGIES I. Develop and improve measures and reporting techniques Develop and update measures, analytic and reporting techniques for measures in every mode (freight, auto, transit, pedestrian, bicycle) regularly to ensure they are in accordance with state of the art practices and national guidelines related to mobility performance measurement Conduct research related to data, analytic techniques and reporting Implement national research at the state level Create and maintain definitions of terms II. Report on mobility measures for MAP 21 and statewide reporting purposes To report on a larger set of measures at the statewide level and meet all requirements for MAP 21 reporting. Produce Multimodal Performance Measures Source Book annually Maintain measure definitions Maintain data and analytic technique documentation Report on MAP 21 measures as requested III. Provide guidance on mobility performance measures (MPMs) to State and MPO stakeholders Educate, collaborate, and communicate the outcomes and activities of the MPM program to all stakeholders. Stakeholders include modal, planning, operations, PD&E and ITS offices within Central Office and districts, management at FDOT and MPOs. Conduct consistent outreach Develop and administer technical guidance for Florida’s MPM Develop and administer training
