World Trade Center in Retrospect  Hind Sight is 20/20  Security Challenges  A Look At the Facility  Reconsider Risk  Critical Infrastructure  Keep it in perspective  2001 and Beyond

Hind Sight 20/20  Attitude is an obstacle!  No one anticipated a terrorist attack of this magnitude.  Physical security was treated as a separate entity from information security.  Don’t be afraid to think out of the box and plan with creativity to address the unimaginable.  Include proximity to signature facilities and blast effect of glass as risk factors.  Know your Environment - Know the Adversary!!  Disaster Recovery Plan was overwhelmed.

Security Challenges  Extraordinary Circumstances - Scale  Sr. Management Support  Solution Expertise Was Required  Everything Open to Review  More security is better, was not the desired approach or solution  Tests of Reasonableness and Cost Effectiveness  Attitudes  Preservation of Life and Property  Assessment of Risk Factors - New Era?  Needs and Support of Tenants and Public  Security Operational Review and Impact  Alternatives and Analysis

Reconsider Risk  Do we have a new scale of probabilities? Or  A new way of evaluating our significance as a target? –Signature Facility –Highly visible government office, agency or facility –Proximity to the above –Successful American business enterprise –Controversial public image

Think About -  Loss Prevention  Work Place Violence –Disgruntled Employee –Estranged Spouse  School Violence  Public Event Violence +  Terrorist Attacks against signature facilities, embassies, or “symbols” of America

Critical Infrastructure  PDD 63 critical infrastructure systems: –Telecommunications –Electric Power –Emergency Services –Oil & Gas –Water –Banking & Finance –Transportation –Continuity of Government  If you fit into one of these infrastructure molds – you are in the hot seat!

Keep Security in Perspective  Assess and Analyze the Risk  Take reasonable and cost effective steps to protect  Move on with business  Don’t crawl into a security cocoon and hide  Integrate physical security with information security  Have a good plan for recovery if something does happen

2001 and Beyond!  Establish a definitive and hardened perimeter  Include protection of information in your overall security plan  Establish an effective communication plan  Ensure the integrity of security and infrastructure emergency systems  Prepare and practice an evacuation plan  Prepare and exercise a disaster recovery / business continuity plan that includes relocation  Awareness and training programs
