DSP – Measures of Traffic Management The DSP introduces new measures to reorganize the freight traffic, optimize and rationalize freight delivery operations through: Reduction of the number of entering vehicles in Limited Traffic Zone (LTZ), a part of the project area where activities are more concentrated, through temporal and differentiated access by various categories of commercial operators and environmental classes of freight vehicles; Regulation of parking places for loading/unloading accessible only for authorized vehicles. The proposed measures of goods traffic management in Vercelli are aimed to reduce vehicles*km through: Implementation of measures of traffic management: new parking for delivery services and accessibility regulation to improve the freight traffic in the LTZ and its proximity; Monitoring and controlling the respect of the measures of traffic management using automatic license plate recognition system; Encourage the use of clean vehicles and alternative fuels for the transport of goods; Creation of conditions to introduce sustainable freight transport services as bike cargo and van sharing. Finally, the City of Vercelli and the University of Oriental Piedmont have involved stakeholders in a participatory process, to form a common shared basis on acceptable actions for a future of local sustainable logistics.

DSP - Regulation of parking places The DSP identified 39 parking places and 4 areas defined as "proximity/closeness". From the total of 43 parking places (equivalent to 48 individual stalls) 19 are new, 20 are existing and 4 are relocated. DSP – Regulation of parking places The new regulation of parking places for loading/unloading goods produces: more parking places for loading and unloading goods, better distributed compared to the previous concentrations of locals; safely and more easy delivery operations; a better efficiency of the operators, reducing the time spent on searching for available parking places; shorter distances between the parking places and delivery points; more timely deliveries and streamlining traffic, making the road traffic easier; a reduction of abusive and irregular parking, discouraging direct parking on street; greater vehicular rotation on parking places for loading/unloading goods, with the obligation of horary disk and the general reduction of the maximum allowed parking time.

DSP - Reduction of the number of entering vehicles in LTZ The DSP provided a review and reduction of the maximum number of realizable permits (670) only type less than 3,5 tons and up to Euro 3 class; from the previous census (year 2011) it resulted 714 up to Euro 3 of a total of 1368 vehicles. In both cases, the vehicles of type Pre Euro, Euro 0, 1 and 2 are excluded. The difference between the permits provided by the DSP (670 permits equivalent 557 per day ) and those before Trailblazer (714 permits per day) shows a reduction of 22% of the number of vehicles entering daily in LTZ. It is estimate that temporary accreditations, for different needs unpredictable by regulations, will be constitute the 10% of the total of 22%. Therefore it results that the measures of the DSP adopted by the Town of Vercelli have contributed to a reduction of 12% in the number of vehicles entering in LTZ, and, consequently, a similar reduction of fuel consumption and emissions of CO2.

The new system permits LTZ for freight operators contributes to: limit the most polluting vehicles, facilitating access to less-polluting ones; reduce unauthorized /abusive accesses in ZTL with different time windows and different types of accreditation. DSP - Reduction of the number of entering vehicles in LTZ Access control in LTZ and parking places of loading and unloading goods to enforce the introduced measures through: a camera system to detect incoming license plates of vehicles entering the LTZ, which recognizes those authorized/accredited and non-accredited ones reports and punishable by sanctions; monitoring of some parking places, through security cameras; scheduled controls in the area by the Municipal Police.

It was completed an innovative local partecipatory decisional process, in collaboration with the University of Oriental Piedmont in Vercelli, through an informative method by a selected citizens Juri, shared with local stakeholders (trade associations and local entrepreneurs, freight operators and their customers, consumers, local agencies, authorities and environmental organizations), as follows: for a day 8 citizens met together to discuss on the measures to adopt for optimize the delivery of goods in the city centre; during the week before the event, the citizens chosen received an informative document arranged by the research team concerning the goods mobility and the possible sceneries of solution from which the discussion had to start; during the morning the jurors listened some experts which presented information and answered to the questions of the jurors introducing all the possible points of view on the matter; the 8 jurors met together alone for all of the afternoon to discuss, and finally to propose to the competent administrations some "recommendations" on the treated subject; to the jurors was submitted a questionnaire, before and after the two work days, with the aim to point out possible changes in the preferences caused by the discussion. The verdict of the jury of vc for the future of logistics The participatory process and their Jurors decided to introduce an innovative environmentally sustainable transport services, with "last mile" distribution and delivery services, as van- sharing (shared vans) and cargo-bike with assisted electric motor cycling, as well as indicating the need to develop a peripheral logistics platform (Urban Distribution Centre).
