Spanish Initiatives Assessing future health workforce needs

INNICIATIVES Study of current and future physicians needs. National register of healthcare professionals. Standards development to assess healthcare specialists future needs.

Register of HCP Register regulation from 03/27/2007: – Autonomous communities – Public and private Health Services – All healthcare professionals (including professionals under specialization training) Aims: Patients safety Health Administration: – Development HCP resources policies – Guarantee the availability of HCP resources in case of Public Health emergencies

Register of HCP Demographic and professional data: Identification card Name and family name Date of birth Sex Place of birth Nationality City code of residence City code of working place

Register of HCP Professional qualification (Title): Spanish / EU / Non EU – Healthcare speciality Specialization through: – Residency training program – Homologation – Others – Sub-speciality Professional development level (four levels) Professional situation – Employed – Unemployed Professional activity – Autonomous (liberal) – Public / Private sector Registered by Professional Council (yes /no)

Standards for Assessing Specialists Needs Phase I: 12 countries have been analyzed (Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Holland, Sweden, UK, USA) – Demographic and social data – Healthcare system – Contractual relationship – Medical specialties – Nursing competencies and specialities – HCP planning process and structure – Standards identification by speciality

Standards for Assessing Specialists Needs Phase II: Experts group – Members from Scientific Societies, National Boards, Medical Council, Medical providers, Health Technology Corporations. – Data analysis, evaluation and contrast with Spanish Health System – Report and proposal of key messages for action.

Standards for Assessing Specialists Needs Phase II: Key messages for action New definition of healthcare specialities – Competencies and training Healthcare professionals register update Future requirements of specialities: – Demographic and epidemiology data – Citizens change health-behaviours: self-care, information accessibility, non formal care providers, implication in decision making.

Standards for Assessing Specialists Needs Phase 2. Key messages for action: Future requirements of specialties (Cont.): – New models of healthcare services (ambulatory surgery, primary attention, home care, regional or local allocation of specific process…. ) – Scientific and Technological innovation – Changes in social services needs – Changes in skill mix

Standards for Assessing Specialists Needs Phase 3. Process to develop standards of healthcare professionals specialists needs in Spain. A multidisciplinary group has been proposed with the following characteristics : – Independent – Consultant – Well known capacity and resources – Temporary structure Feedback with Central and Autonomous Administrations. Periodical review of standards
