Job Descriptions Directed subgrantees to send job descriptions to our training contractor Reviewing job descriptions for best practice and inclusion of core competencies Developing templates to ensure consistency for subgrantee job descriptions

Training Contract with weatherization trainer, Wisconsin Energy Conservation Corporation (WECC) in place WECC is becoming National Certification Vendor Training is being developed for network staff for certifications

Current Actions Weatherization Field Guide is under review to determine what gaps regarding Standard Work Specifications need to be filled Client file documentation required for PY14 is complete

How it fits For the past two years, DES quality assurance staff have been working with subgrantees to improve internal controls and correct management issues. The same DES staff will be expanding this approach with subgrantees to incorporate core competencies and ensure training needs are met

Next up DES staff will meet with subgrantee management and human resource staff to begin implementation DES and WECC staff will identify areas of training needs to ensure staff will meet core competency requirements DES staff will determine deficiencies and direct subgrantees to submit a 30 to 90 day corrective action plan

Obstacles Should core competences be made available for financial offices or executive directors? Extensive training time and expense to ensure ability to meet core competencies Weatherization is a unique trade and hiring employees for all positions requires specialized training and time

Contingencies? Some agencies may have staff that cannot pass the core competency testing to become certified and a plan to fill the gaps will need to be developed Will it be cost effective to train and certify staff at smaller agencies?

Contingencies? If a subgrantee loses a key employee that is trained and certified, an action plan will need to be developed to fill the gap. This could be extremely burdensome for a smaller subgrantee

Quality Assurance Staff Wisconsin Quality Assurance Division Staff Section includes; Three Administrative Review positions Five on-site and file review positions Subcontracted inspections Excellent coordination with Program and Planning staff and Management team

Technical Assistance provided Review local agency history Complete fact finding agency visits Identify areas of concern and identify areas of strength Determine best methods to strengthen agencies Transfer knowledge, skills and best practice

Plan Goal Ensure consistent quality of work in the weatherization program that meets standard work specifications by providing technical assistance (TA) to weatherization agencies and their subcontractors Ensure work is completed by employees that meet core competency requirements

Strategy The needs of each agency will be assessed based on past and future Quality Assurance (QA) inspections and Administrative Reviews as well as targeted reviews of agency files for compliance with program standards Agencies will also be invited to ask for TA for self-identified needs QA will work with the Policy Section and Division Management to improve measures and their descriptions
