Introduction 4 Assessment of people’s skills, identifying the gaps, resourcing of staff through formal trainings that enhances their competencies and performance. Assess the skills available in an existing team or that local community possesses so that you can reorganize training and development needs for staff and community members as well as gaps to be filled by additional personnel.

Definition Competency = combination of knowledge, skills & behaviors used to improve performance or as a state of or quality of being adequately well qualified. Assessment =process of documenting knowledge, skills, attitudes and beliefs, etc… Competencies Assessment (CA) is a process of measuring and recording skills of an individual or group. 5

Purpose To identify additional resources, either permanent or temporary, that you may need over time. It can be used for selecting consultants for short-term or intermittent inputs to your programs as well as for choosing permanent staff. Helps you to identify and develop the knowledge, skills and attitudes you need to ensure you have the right team and resources to achieve your community development goals. Assess the skills available in an existing team or that local community possesses so that you can reorganize training and development needs for staff and community members as well as gaps to be filled by additional personnel. ** Use this tool as early as possible and evaluate the team as needs evolve. 6

When to use this tool The use of this tool is very necessary at the early stage of a project development; ideally at the same time when construction plans are being made. Planning and managing resettlement of local community during the construction of the mine and its infrastructures. Also necessary when the scale of operational activities increase to cover a wide area. You may need to expand the team in line with the scope of community development activities. Used when planning for mine closure and when implementing closure plans when a combination of experience and local knowledge is essential. 7

How to use this tool This tool can be used by an individual or collectively as a team. It enables you to list the required skills, estimate the level of expertise needed for each skills area and assess your current level of skills against your requirements. Summary C A Tool is very important because it helps you to identify and develop the knowledge, skills and attitudes you need to ensure you have the right team and resources to achieve your community development goals. Prepare a training needs list and a human resource request list, to be presented to the relevant administration people in your organization. In addition, list the range of consultants you will need to hire for temporary inputs and the kinds of organization you might need to form links or partner with. Applied at the early stage of a project development-construction phase. Planning and managing resettlement of local community during the construction of the mine and its infrastructures. Expansion of team to cover a wide area when the scale of operational activities increases. Also used when planning for mine closure and implementing closure plans. 9

Steps 10 Step 1 As an individual or a team think about the impacts of your operation and the baseline conditions of the local communities ( from tool 11-Social Baseline Study & 12-Social Impact and Opportunities Assessment). Identify and list what areas of community development programs you expect to be involved in, e.g. carpentry, women’s microenterprise, agricultural extension, community health, etc… Step 2 Decide whether you need technical skills, training skills or organizational training skills, list the full range of skills your team will need.

Steps (Cont’d) 12 Step 4 Estimate the level of expertise desired in those required skills and record it in the left-hand column. Step 5 Assess the level of skills and knowledge possessed by you and/or your colleagues in the right-hand column. Step 6 Compare the results of the left-and right-hand column and make note of discrepancies.

Practical Exercise Use the above 8 Steps and do Competencies Assessment for Community Relations Department. 13
