Comprehensive Spending Review 2007 The challenge ahead Corin Thomson

Outline What is it all about? What can we expect? What does this mean for CTS?

CSR07 What is it all about? What has the govt achieved? Has the money been well spent? How do we meet the challenges of the future? –Demographic change –Global economic integration –Technological innovation –Global uncertainty –Climate change & sustainability

CSR07 What can we expect?

Scarce resources allocated to key priorities –Education, health, aid A real terms funding freeze –End of good old days? (39% increase to date) Increased efficiency target –“at least” 2.5% with “far greater” cashable savings

CSR07 Provisional Timetable Key eventTiming Long-term challenges Policy Reviews ZBRs/efficiency National debate PSAs Dept submissions Settlements During 2006 Now until Budget 2007 Now until end 2006 Late Summer-Budget 07 From late summer 2006 Jan-May 2007 June/July 2007

CSR07 Key messages CSR07 is going to be tight We must prove that the best solutions are local Prioritisation and mitigation

CSR07 LGA strategy Making the strongest case –focus on key pressures/priorities; not simply a larger black hole Getting maximum resources into the system –can then be used to meet local priorities Representing members interests

CSR07 Making the case for CTS? Key in delivering governments agenda –Olympics  Highlight rising construction costs and need for capital –Sport contribution to public health/reducing obesity  Potential for cross public sector savings Risks to services if major pressures under funded Options for mitigation – user charging
