2 Status of implementation of climate change/energy activities First National Communication under the UNFCCC submitted on February 1, 2002 Consolidated Second, Third and Fourth National Communication under the UNFCCC, in accordance with Decision 4/CP.8, submitted on February 6, It contains an overview of GHG emissions between 1990 and 2003, and policies and measures undertaken from 1996 up to 2005 Fifth National Communication is scheduled for 2010

3 Status of implementation of climate change/energy activities National Climate Change Mitigation Strategy and Action Plan for implementation of the UNFCCC and the Kyoto Protocol in Croatia has been adopted through Plan for Protection and Improvement of Air Quality in Croatia ( ) on May 8, 2008 Short-term objective up to 2012 is reduction of GHG emissions – 5% compared to level in base year 1990, long-term objective, ETS. National Registry establishment Energy Development Strategy (2002) is currently under revision Master Plan of Energy Efficiency (2008) is currently under preparation (goal is energy end use saving of 9% by 2016) MEPPPC has a competence and coordinating role in implementation of measures under the climate change policy in Croatia Creating the institutional framework for the usage of the Kyoto flexible mechanisms is in progress

4 Regional and cross-border projects in climate change/energy UNDP/GEF Project RER/01/G31: “ Capacity Building for Improving the Quality of GHG Inventories (Europe/CIS region )” ( ) Project implemented in following countries: Slovenia, Croatia, Macedonia, Albania, Moldova, Armenia, Azerbaijan, Georgia, Tajikistan, Turkmenistan, Uzbekistan and Mongolia Aimed to improve the quality of data inputs to national GHG inventories in participating countries Manuals of procedures for compiling, archiving, updating and managing GHG inventories have been prepared for the training of national inventory teams National Quality Assurance and Quality Control Guidance have been prepared

5 Regional and cross-border projects in climate change/energy Virtual Balkan Power Centre for Advance of Renewable Energy Sources in Western Balkans Project belongs to the Sixth Framework Programme Duration: 2005 – 2007 International cooperation of 17 institutions and companies from 11 countries Western Balkan countries have significant still not sufficiently used renewable energy sources potentials! Special attention should be devoted to underdeveloped and isolated areas, where RES can be important driver for economy development

11 Climate Change reporting Croatia is an Annex I Party of the UNFCCC (country with economy in transition), since 1996 Croatia ratified the Kyoto Protocol on April 27, 2007 (173 rd country), which entered into force on August 28, 2007 Annex B Party with commitment of 5% reduction of GHG emissions in the period (domestic measures/Kyoto Mechanisms)

12 Climate Change reporting Regulation on GHG emissions monitoring in Croatia (January, 2007). By this Regulation, the National system for monitoring all emissions by sources and removals by sinks of all GHG is established. The GHG monitoring system is consisted of following elements: National System for calculation and reporting according to Decision 19/CMP.1; National GHG Emission Registry; Report on implementation and effects of policies and measures for climate change mitigation; Report on GHG emission projections, and National Communication under the UNFCCC.

13 Climate Change reporting Croatia prepares its annual National Inventory Reports (NIR) on GHG emissions and removals since 2003, in compliance with the UNFCCC requirements and IPCC Guidelines The last submitted is NIR 2007, for the period Contains data on GHG emission for: CO 2, CH 4, N 2 O, HFCs, PFCs, SF 6, and on indirect GHG emission: CO, NO x, NMVOC, SO 2 Sources and sinks of GHG emissions are divided in six main sectors: 1) Energy 74.8%; 2) Industrial Processes 11.3%; 3) Solvent Use 0.5%; 4) Agriculture 11.5%; 5) Land-Use, Land-Use Change and Forestry 25.5%; 6) Waste 1.9% Total GHG emissions in 2005 amounted to 30.5 mil. t CO 2 eq Scenarios comprising GHG projections in the “post-Kyoto” period up to 2020, with a view up to 2030 and 2050 are in preparation
