Calvert Cliffs Unit 3 Update 2 UniStar - Constellation joint venture with EdF Applications –State permit – Certificate of Public Convenience and Necessity (Maryland PSC) Case 9127 – CPCN issued June 2009 Case 9218 – CPCN issued August 2010 –Federal permit – Combined Construction and Operating License (NRC/USACE); PPRP – State lead for NRC review; Maryland participating as an “Interested State.”

Calvert Cliffs Unit 3 Update 3 Artist’s rendering Existing 2 Units CC3 Hybrid Cooling Tower New UniStar Unit (CC3) CC3 Switch Yard Barge Slip Existing Intake Structure New Intake If constructed, CCU3 would be one of the largest nuclear plants in the world. Benefits would include ~350 new jobs and ~$20M annual property tax payments.

Calvert Cliffs Unit 3 Update 4 Critical Area Forest Streams & Wetlands Habitats –Oyster –Bald Eagle –Threatened/Endangered Species Tiger Beetle Showy Goldenrod Archaeological/Historical/Cultural Water Air Traffic Case Impacts ~ 100 recommended CPCN conditions

Calvert Cliffs Unit 3 Update 5 Other Case 9127 CPCN Conditions: Site Redress Plan Significant reduction or elimination of ground water use from CCNPP 1 & 2 from CCU3 Desalination Plant (excess capacity) Analyze alternatives for the unanticipated event of the unavailability of the desalination plant CPCN reopened if Nuclear Regulatory Commission (NRC) conditions conflict with CPCN conditions –Draft EIS issued 04/2010: Consistent with CPCN Case 9217; did not address changes stemming from Case PPRP submitted comments to NRC 07/2010 (no major issues).

Calvert Cliffs Unit 3 Update 6 Artist’s rendering Case 9127 CCU3 Air Permit Apply Best Available Control Technology: Cooling Towers (minimize salt drift by drift eliminators & limits on total dissolved solids) Emergency and Station Blackout Diesel Generators (minimize emissions by use of low-sulfur diesel fuel & limits on operation)

Calvert Cliffs Unit 3 Update 7 Case 9218 Changes to the Air Permit: minor changes to the layout or stack design of the air emissions add two types of new air emission sources – two emergency fire water pumps and two sponge media blasting units

Calvert Cliffs Unit 3 Update 8 USACE & MDE Ongoing Evaluations: Streams & Wetlands ~12 acres wetlands, 30 acres of wetland buffers and 8,000 linear feet of stream beds impacts will be mitigated by in-kind creation, restoration or enhancement elsewhere on the property.

Calvert Cliffs Unit 3 Update 9 CPCN/CAC Approvals – done USACE/MDE Review on Tidal & Nontidal Wetlands – in sync with NRC schedule NRC process –Design Certification –Final EIS (02/2011) –Final SER (07/2012) –COL w/ITAAC NRC jurisdiction: Nuclear Waste Disposal Radiological Emergency Planning Decommissioning Risk Assessment Design Safety Analysis Site Specific Safety and Security Analyses
