NATIONAL COUNCIL FOR TEACHER EDUCATION (RECOGNITION NORMS & PROCEDURES) REGULATIONS, 2014 TO BE CONSIDERED FROM THE ACADEMIC SESSION PUBLISHED IN THE GAZETTE OF INDIA MONDAY, DECEMBER, 1, 2014 The NCTE has issued letters to the colleges/Universities for clarification and willingness for compliance of the NCTE (Recognition Norms and Procedures) Regulations, 2014 and its implementation by all the Teacher Education Institutes (TEI). For this the Principal/Officer-in-Charge/Teacher-in-Charge of the Govt. Colleges and the Govt. Aided Colleges offering B.P.Ed. and or M.P.Ed. Courses may be requested to furnish the Affidavit on Rs. 100 stamp paper in the prescribed format issued by the NCTE within the time limit given by NCTE i.e. before 31 st January, 2015 for recognition. The NCTE will issue Order of Recognition w.e.f after receiving the Affidavit. The Self financing college may also be requested to follow the same for maintenance of recognition and conducting the said courses. * In this regard an authorize letter may be given to the colleges to do the same.

Course: 5 University Departments – 2 Govt. College – 2 Self Financed - 1 All the colleges has the approval of intake of 30 students in each year.

Necessary steps may be taken by the college. M.P.Ed. Necessary steps may be taken by the college. 10.Assesment B.P.Ed. and M.P.Ed. 100 % term end evaluation 20% to 30% marks may be assigned for continuous internal assessment & 70% to 80% for term end examination conducted by the examining body; One fourth (1/4) of the total marks to be allotted for students’ performance in internship tasks including assessment of practice teaching. Necessary steps may be taken by the college.

In addition to that Post of Professor and Associate Professor is to be created for both B.P.Ed. & M.P.Ed. courses and necessary steps may be taken by the Govt. There is no scope of Part Time Medical Officer-cum-Lecturer in the new regulations. For additional intake of 100 students intake of full time teacher educators shall be increased by eight Assistant Professors. In P.G.G.I.P.E., Banipur the existing number of student strength is 120 in B.P.Ed. Course.

College authorities may take necessary steps for the development of infrastructure within the colleges and may be requested to submit the deficits exist in the colleges within 10 days from the date of this meeting. 2.Appointment of Teaching Staff: In case of appointment of Principals/ Head academic qualifications will be M.P.Ed./M.P.E. with 55% marks or equivalent grade, Ph.D. in the field of Phy Edn., Eight years teaching experience out of which five years experience in an institute/college/department of physical education plus other stipulation prescribed by the UGC/affiliating body/State Body. In case of Associate Professor, the eligibility criteria will be post graduate in the subject, Ph.D. and at least eight years experience of teaching /research experience in a Deptt./college of Phy Edn out of which three at least years at the P.G. level plus other stipulation prescribed by the UGC/affiliating body/State Body.

3. The college authorities are requested to develop infrastructure at the colleges in all respect within 31 st of October, 2015 and detailed statement mentioning the deficits or requirements in respect of infrastructure, teaching & administrative and other staff including financial liabilities) within 10 days from the date of this meeting. 4. The NCTE has mentioned to furnish additional Endowment and Reserve fund within the stipulated time. But in the regulations 2009 the NCTE made a relaxation in this regard in case of Govt. colleges, and the Govt. colleges had not furnished the same previously. In the present regulations it revealed that an institution running with two programmes it has FDRs for Rs. 8 lakhs, but it will be required to obtain for Rs. 12 lakhs for the second programme. A communication may be made with the NCTE for such relaxation on an emergent basis. 5. Existing vacant positions may be filled up in due course as per the NCTE regulations and the recruitment rules for filling up the posts (Teaching, Technical Support Staff and Administrative Staff) may be framed. For this concerned Service Commissions may be informed. 6. For preparation of curriculum a committee may be formed consisting of the members related to the subject concerned for keeping a parity in the curriculum and as per the NCTE recommendations. 7. Communication may be made with the NCTE seeking a breathing time for at least one and a half year to fulfill the criteria. 8. The college authorities may be requested to convene a meeting at the college regarding development. 9. There exists a confusion in the intake of student strength between the subject matter mentioned in the letter sent to the colleges by the NCTE (50 students) and in the Gazette notification published in the month of December, 2014 (100 students). The letter is valid for the B.Ed. And M.Ed. Courses. So a clarification in this respect may be sought from the NCTE. 10. The institutions may also be requested to write to the affiliating universities for issuance of revised affiliation order in view of the enhanced duration/intake of the programme.
