ELIGIBILITY REQUIREMENTS Commissioners have different requirements. The definitions for the various degrees have now been clarified by the National Council in conjunction with the new Doctorate of Commissioner of Science award. For the specific details, please see the Commissioners’ Corner section of the Circle Ten web site and click on the Doctorate of Commissioner of Science Award link. Please note : Going forward – the Circle Ten University of Scouting PhD and DCS award requirements will be the same ( U of S hours, Thesis, Commissioner Service )
Doctor of Commissioner Science Degree (DCS) Prerequisites Completion of master’s degree. Have been awarded the Commissioner’s Key. Current registration as a commissioner. Course Requirements Complete a minimum of ten (10) additional courses of instruction not used to qualify for other college awards (total of 24), at least five (5) of the courses at the doctor’s program level as listed in the Continuing Education for Commissioners manual. Thesis or Project Completion of a thesis or project on any topic of value to Scouting in the local council. The topic and final paper or project must be approved by the council commissioner, or assigned assistant council commissioner, or the dean of the doctorate program and the staff advisor for commissioner service. Performance Serve on the College of Commissioner Science faculty (instructor or support staff) or work with training support for commissioners for at least one year. Recruit at least three new commissioners at any level. Approval of Council or assigned Assistant Council Commissioner Approval of Scout Executive or Advisor to Commissioner Service Grandfather or Sunset Clause: Since the key requirement of this award is tied to an approval of a Thesis (Councils with a Commissioner’s College) or Project (Councils without a Commissioners College) that is only earned once, this award is retroactive for individuals who have completed other requirements prior to the approval of this award. This clause applies for the previous 10 years. Any commissioner who meets these requirements would need to list any courses they have completed previously and then complete their thesis or project to apply for the award.
ELIGIBILITY REQUIREMENTS CONTINUED You must be a registered commissioner or district committee member.( Or have earned the Distinguished Commissioner Award ( FORMS AT DESK ) You must attend Commissioner College Course # CM 20. ( We will accept other councils under graduate hours, CM20, must be completed in Circle Ten and current University of Scouting prerequisite courses. You must complete the Doctoral Project within 12 months of taking this course.( Doctoral Projects must be completed and submitted to Greg White, Dean of the Doctoral Program, no later than Nov 1, the preceding year, two Copies and/or two CD’s.)
THE TASK Ask yourself these questions... Is this project within the commissioner’s scope? Is it beyond the commissioner’s regular and normal duties? Is it within BSA regulations? Is it really someone else’s responsibility?
YOUR PROJECT Find a need ! Develop the project by creating the idea and why you want to address this need or idea. What is the project? Specifically; what is the task to be done?

Box Dallas, TX Outline will be reviewed by committee and you will be notified by mail or of acceptance or possible recommended changes.
STEP 1 Complete Thesis Meet U of S Classroom requirements Fulfill Commissioner Duties in the Field Project review and consultation if you need or want at Circle Ten Council office, On Line, Via Telephone. No schedule but I’ll be happy to meet with you.
STEP 2 III.Completed project must be submitted to the Dean of the Ph. D. program by December 1st of the following year in order that Doctoral Degree / DCS Award may be Presented at the up coming U of S.
