THE QUALITY OF EDUCATION ASSURANCE AND ENHANCEMENT SYSTEM AT THE UNIVERSITY OF WARSAW

The quality of education assurance and enhancement system at the University of Warsaw (UW) is built with the observance of the autonomy and specific character of the University units, on the basis of their positive experience in the quality of education assurance, as well as in the conviction that high quality is strengthened by self – evaluation, dialogue, cooperation, support and popularisation of the best and most effective solutions. THE QUALITY OF EDUCATION ASSURANCE AND ENHANCEMENT SYSTEM AT THE UNIVERSITY OF WARSAW The quality of education assurance and enhancement system at the University of Warsaw includes: The University Team for Quality of Education Assurance (UTQEA) The Faculty Teams for Quality of Education Assurance (FTQEA) Teams for Quality of Education Assurance in other organisational units at UW Rector’s Plenipotentiary for Quality of Education The Office for Quality of Education The Section for Evaluation of Quality of Education

THE UNIVERSITY TEAM FOR QUALITY OF EDUCATION ASSURANCE (UTQAE) Rector’s Plenipotentiary for Quality of Education – the chairman of the UTQEA Nine academic teachers from UW didactic units One representative of PhD students Two representatives of students Members of the University Team for Quality of Education Assurance (UTQAE) are elected by the Rector of the University of Warsaw for a term of office specified for University bodies. The UTQAE includes:

THE UNIVERSITY TEAM FOR QUALITY OF EDUCATION ASSURANCE (UTQAE) The main areas in which the UTQEA undertakes actions for assurance and enhancement of education quality at the UW include: policy specifying the aims and strategy of the assurance and enhancement of education quality procedures of the assurance of education quality principles of assessing students (including PhD students) principles of the assurance of academic didactic staff quality principles of reviewing and improving the quality of didactic resources and measures of support for students principles of collecting, analysing and publication of the information regarding the quality of education at the University of Warsaw

INTERNAL EVALUATION OF QUALITY OF EDUCATION AT THE UNIVERSITY OWARSAW 1. The UTQEA prepares the forms for the reports on self evaluation to be executed by the university didactic units. The team sets also the fixed term to complete the self - assessments as well as provide the didactic units with the benchmarks for quality evaluation 2. The university didactic units have to prepare the reports on self – evaluation, which are submitted to the UTQEA afterwards

INTERNAL EVALUATION OF QUALITY OF EDUACTION AT THE UNIVERSITY OF WARSAW 3. The UTQEA prepares its own report on the education quality at the UW. The report includes: the analysis of self - evaluation reports submitted by the university didactic units the results of university surveys concerning the conditions of education at the UW the motions and propositions concerning education quality at the UW as well as recommendations regarding the popularisation of the examples of good practices in the field of education quality 4. The report prepared by the UTQEA is presented to the Rector of the UW

FACULTY TEAMS FOR QUALITY OF EDUCATION ASSURANCE (FTQEA) The Faculty Teams for Quality of Education Assurance (FTQEA) act on the level of didactic units. They undertake actions for the assurance and enhancement of quality of education in the particular didactic units. The main function the Teams perform is to advise the Head of the unit and recommend them regarding the course of actions to be taken. Members of each of the FTQEA include: the chairman, the representative of the academic teachers at the didactic unit, the representative of the PhD students from the didactic unit and the representative of the students from the didactic unit.

INTERNAL EVALUATION OF QUALITY OF EDUCATION (SELF – ASSESSMENTS IN THE DIDACTIC UNITS) a) the results of student surveys about their feedback on: the organisational side of the classes the clarity of requirements and objectivity of assessment the manner of conducting the classes the attitude of academic teachers towards students (including PhD students) and their availability during duty hours general evaluation of the classes 1. The FTQEA receive the forms for reports on self – evaluation as well as the guidelines from the UTQEA 2. The FTQEA prepare the reports on self – evaluation, which include:

INTERNAL EVALUATION OF QUALITY (SELF – ASSESSMENTS IN THE DIDACTIC UNITS) b) strengths and weaknesses of the didactic unit c) plans and schedule of actions aiming for the elimination of undesired phenomena and the eradication of shortcomings. The plans may also refer to quality of education enhancement 3. The reports on self – evaluation are submitted to the UTQEA 4. The self – evaluation reports are disclosed and published on the University website as well on websites of each didactic unit

THE OFFICE FOR QUALITY OF EDUCATION The main task of the Office for Quality of Education is to support and coordinate the operation of the education assurance and enhancement system at the University of Warsaw by: a) supporting the Rector’s Plenipotentiary for Quality of Education in his actions of conceptual and organisational character b) assistsing the Plenipotentiary in collecting and processing information concerning the implementation of the system as well as cooperation with the UW didactic units within the implementation of the system. c) coordination of ventures aiming at the assurance and enhancement of quality of education at the UW

THE OFFICE FOR QUALITY OF EDUCATION The other tasks of the Office for Quality of Education: monitoring of the experiences of Polish and foreign higher education institutions in the field of education quality providing the students and University employees with information concerning the subject matter of education quality in higher education in Poland and abroad the care for coherent information policy regarding the issues of education quality at the UW organisation of trainings and seminars concerning the issues of education quality consultation and advisory actions within techniques, methods and procedures of quality assurance

THE SECTION FOR EVALUATION OF QUALITY OF EDUCATION The Section for Evaluation of Quality of Education constitutes one of the most significant elements of the quality of education assurance and enhancement system at the University of Warsaw. Its main task is to conduct systematic research on the conditions of education at the UW as well as recommend actions for the improvement of the quality of education. The subjects of research conducted by the Section for Evaluation of Quality of Education are:   Conditions of education at the UW   Opinions on quality and conditions of education at the UW

THE SECTION FOR EVALUATION OF QUALITY OF EDUCATION  Conditions of education at the UW The description of conditions of education at the UW done by the Section for Evaluation of Quality of Education includes: analysis of the needs of the University as well as didactic units, which are connected with the didactics and quality of education description of didactics at the UW description of actions undertaken at the UW for the improvement of education quality The Section for Evaluation of Quality of Education conducts systematic analyses of changes occurring in these areas.

THE SECTION FOR EVALUATION OF QUALITY OF EDUCATION  Opinions on quality and conditions of education at the UW The basic conclusions concerning the quality of education at the University of Warsaw are prepared by the Section for Evaluation of Quality of Education basing on of the results of university surveys which will be conducted in electronic form among the following groups: academic community a) present students of the first – cycle and the second – cycle studies, PhD students, non – enrolled students of postgraduate studies b) research and teaching staff c) administrative staff prospective students and the UW graduates employers, media as well as other opinions on education at the UW (e.g. evaluations provided by outside sources, the State Accreditation Committee, etc.)

THE SECTION FOR EVALUATION OF QUALITY OF EDUCATION First University Student Survey In the period of May-September 2008 the Section for Evaluation of Quality of Education carried out the first University student survey. The survey was anonymous, voluntary and conducted in electronic form. The report on survey results was completed at the end of November After Rector’s acceptance the report will be eventually fully disclosed and published. Approximately students responded to the survey (1/4 overall university student community)

THE OFFICE FOR QUALITY OF EDUCATION The Office for Quality of Education uses the results of research on quality of education for effective cooperation with the UW didactic units in the enhancement of the quality of education assurance system. The system enhancement is assisted by, among others, popularization of the results of research on education quality and promotion of good practices connected with the quality of education at the University of Warsaw.
