1 UAS INTEGRATION & FREQUENCY SPECTRUM Mike Lissone EUROCONTROL UAS FOCAL POINT 2nd EU UAS PANEL WORKSHOP 2011 September , 2011

EUROCONTROL Business Objectives - the UAS fit Objectives Match capacity with air transport growth CAPACITY improve ATM safety whilst accommodating traffic growth SAFETYEFFICIENCY Increase ATM network efficiency SECURITY Strengthen ATM Security ENVIRONMENT Reduce aircraft noise and emission levels UAS

EUROCONTROL Operating principles UAS are transformational - must be integrated safely and seamlessly into non-segregated airspace UAS operations - equivalent level of safety or better to manned aircraft UAS should not increase the risk to other airspace users and should not deny them access to airspace and impact capacity

ATM IMPACT ASSESSMENT

UAS ATM INTEGRATION ACTIVITY DELIVERABLES EUROCONTROL/JAA taskforce UAS Real Time Simulation UAS Consolidated Market Assessment Sense and Avoid/Collision ATM requirements C3 Channel Saturation Study UAS preliminary Safety Case Human Factors Case UAS Security Risk Assessment Global Hawk Guidelines OAT UAS specification

PRESENT SITUATION Light UAS Light UAS (VLOS & BLOS) This is happening now! What is the issue What is the issue; RISK FOR FRAGMENTATION Safety implications Stopping Industry Urgent need to finalise!!! Foundation for further regulatory work on Large UAS

PRESENT SITUATION Large UAS (>150kg) Several independent initiatives ongoing! What is the issue; Ensure timely development regulation ICAO & EUROCAE RISK FOR FRAGMENTATION Cross border Safety implications Stopping Industry Urgent need to have a consolidated EUROPEAN approach

AIRPORTS No integrated UAS operations so far Three phased regulatory approach envisaged; Segregation Enabling present technology Integration based on new technology Need to develop ATM airport procedures

PROPOSED WAY FORWARD (1) Conduct gap analysis Existing regulation National initiatives Develop Regulatory roadmap EUROCONTROL & EASA Set up Stakeholder consultation ANSP NAAs MIL Industry Public perspective

PROPOSED WAY FORWARD (2) Consider effective support to: ICAO UASSG Other relevant panels when required EUROCAE WG 73 JARUS States

Summary Our ATM-UAS Vision UAS are an integral element of the SES ATM integration capitalising on first steps HARMONISATION is essential Effective support FILE and FLY remains the goal UAS technology beneficial to manned aviation Written contributions will be taken into account!
