ERAC ad-hoc working group on the European Semester and on Monitoring ERA Ward ZIARKO June 2013

Conclusions of the ad-hoc working group on European Semester NRP is not (and can not) be a detailed reporting on all R&I activities No state of play; bias towards new activities Role of other instruments (databases, surveys,…) to get a complete overview on R&I landscape (e.g. R&IO) NRP : “guidance” note to ensure common understanding on what and how to report

Conclusions of the ad-hoc working group on European Semester (2) Interest for exploring an OECD-type survey (possibly with OECD) on the R&I landscape in order to be able to produce R&I trend reports Need to carefully synchronise ERA monitoring with European semester 27th of june : first draft on guidance note could be produced (?)

Conclusions of the ad-hoc working group on ERA progress report (1) State of play : Group was informed on the process Milestones, data output and structure of the report were clarified Stakeholder survey : Open discussion on scope of results, strengths and weaknesses partial vision (first step) Concerns about representativeness and use for policy conclusions (at European council)

Conclusions of the ad-hoc working group on ERA progress report (2) Stakeholder survey (2) : Concerns on insufficient time to comment on results and data Agreed on the invitation to collaborate and work together to improve the whole exercise Indicators : First discussion : concrete proposals on limited number is needed Discussion on the need to test the indicators Caution ! High quality standards !

Conclusions of the ad-hoc working group on ERA progress report (3) Expert group : discussed the role of the group in the prioritisation of the ERA actions Most urgent homework : Look at the country fiches (countries individually, not the group) Take a look at the list of indicators

Conclusions of the ad-hoc working group on ERA progress report (3) Elements to reflect on (Homework part 2) : Identify how to steer the policy process Reflect on possible links between the European semester and the ERA progress reports How do we cope with the lack of time to evaluate the results ? Possible link with R&IO

Conclusions of the ad-hoc working group on ERA progress report (4) Next meeting : 27 june Mandate : written procedure
