JARUS A harmonized approach to UAS rulemaking

What is JARUS? JARUS is the Joint Authorities for Rulemaking on Unmanned Systems The group aims at drafting harmonised regulation to cover all aspects of UAS operations – Operational – Personnel – Technical

Who participate in JARUS? JARUS is a group of National Aviation Authorities working on harmonised regulations for UAS Eurocontrol and EASA are active participants Open to all NAAs for participation

JARUS focus 1.Certification Basis for Light Unmanned Rotorcraft Systems Based on CS-VLR, presented to EUROCAE WG 73 2.Operational Regulatory Material Many players with differing backgrounds: Licensing (finished), Airspace, National Model Aircraft rules etc. Draft proposal for FCL presented to EUROCAE WG 73 3.System safety material Developed generically, to cover all weight classes of aircraft. This work now includes detect and avoid requirements Draft proposal for system safety presented to EUROCAE WG 73

JARUS future activities The group is now considering future activities: Certification Basis for Light Unmanned Aeroplane Systems Operator requirements Discussion with Eurocontrol should be started to include ATM and airspace issues in the new Terms of Reference Possible extension of the work to Certification Basis for larger aircraft

Interface with other international groups Draft material developed by JARUS will go through consultation in EUROCAE WG 73 (and RTCA SC 203 and NATO FINAS) JARUS agreed to act as an authorities contact point for EUROCAE WG 73 – For issues within and outside of the Terms of Reference of JARUS The JARUS group clearly intends to contribute to EUROCAE and RTCA, not to compete with them

Final remarks JARUS is open for all civil aviation authorities to participate Full and active support for this work by Eurocontrol and EASA All regulatory material will be publicly available and open for consultation Looking into a special session at UAS Latin America 2011 to look into regional representation Group of authorities also supports international activities by ICAO, EUROCAE and RTCA
