3 3 International TOPICS GALILEO – and 2008 – International activities and EGNOS service extension Scope Application development in an international context Promotion of Galileo in an international context Activities related to EGNOS service extension Specific points Participants from third countries shall contribute at least 30% of the activity (possibly funded if ICPC* country) The majority of the activities should be carried out in one or more third countries There should be a clear rationale for the involvement of the specific 3 rd countries or region of 3 rd countries * For the list of ICPC countries see Annex to Guide for applicants Note: requirements in published description is confusing (3 rd footnote), a corrigendum will be published

4 4 Eligibility criteria What are 3 rd countries Countries that are not eligible for FP7 funds Eligible counties include EU Member states (MS) Associate countries (AC): Switzerland, Israel, Norway, Iceland, Liechtenstein, Turkey, Croatia, the Former Yugoslav Republic of Macedonia, Serbia, Albania and Montenegro Third countries include all others including ICPC countries ICPC countries can receive funding Minimum conditions CP At least 3 independent legal entities established in 3 distinct MS or AC As a result consortium will consist of at least 4 participants

5 5 Application development in an international context There should be a clear rationale for involving 3 rd countries e.g., the application addresses a field of supra regional interest there is a clear value add from technical cooperation or market opening Specific conditions: similar project objectives as applications topics: Develop a GNSS application, that has commercial potential, is innovative, and contributes to Galileo / EGNOS adoption

6 6 Promotion of Galileo and/or EGNOS in an international context Examples Demonstrations and workshops Support of coordination centres Service provision schemes in both regulated and un-regulated applications domains Specific conditions Participants should collaborate with existing initiatives and seek funding from other sources such as European and 3rd country initiatives, international organisations (e.g., ESA), national and regional initiatives to the extent feasible. The project should focus on implementation as opposed to analysis. The project should e.g., directly reach out to target communities such as GNSS research institutions, regional/national authorities and GNSS user communities. The proposal should propose verifiable objectives that are quantified as much as possible e.g., number of companies reached, number of events organised, number of demonstrations organised and expected attendance per demonstration.

7 7 EGNOS service extension Examples EGNOS demonstrations specific CBAs RIMS implementation service provision schemes in both regulated and un-regulated applications domains Specific conditions The project should focus on implementation as opposed to analysis. The project should e.g., carry out EGNOS demonstrations, adapt EGNOS CBA to a specific airport, implement a RIMS. In this respect, it would be crucial to help set up the appropriate framework for local EGNOS service provision organizations to operate (i.e. coordinate with the ESP). The proposal should propose verifiable objectives that are quantified as much as possible e.g., number of demonstrations organised, expected attendance per demonstration, number of RIMS implemented, national EGNOS Service Provider set up. The project should be consistent with ongoing developments in the EGNOS programme and should support these when appropriate.

9 9 International Projects some examples Mediterranean Region (METIS Project) The goal is to promote GNSS services in the MEDA area. Its outcome gives relevant support for Euro-Med cooperation and a common policy regarding the use of EGNOS and GALILEO in the Mediterranean region. Latin America Region (LATINO Project) Galileo Information Centre (Brazil) Latin America Region (CELESTE Project) CELESTE will build on the results of previous EGNOS trials in the region and to provide the guidelines and recommendations to define future activities and projects to be carried out in the region

11 Support to education and innovation TOPICS GALILEO – and 2008 – Support to Education in GNSS, Support to Research and innovation in GNSS Scope: Support education and research oCreate GNSS educational material (e.g. distance and e-learning tools, software educational tools, simulators); oSupport joint GNSS courses e.g., degree courses, professional training, European master programmes, summer schools; oSupport the set-up of GNSS specialised PhD courses in Europe; oSupport European PhD students participation at major GNSS conferences; oOther activities that support the creation of a network of excellence for GNSS education; oInitiatives to foster cooperation between research organisations and universities with business, facilitating technology transfer. Support Innovation oSet-up and coordinate networks of innovative companies and research institutions, clusters, living labs involved in GNSS. oCoordinate local/regional authorities promoting GNSS innovation. oProvide means of business support to innovative GNSS companies e.g., technology transfer, patent filing, start-up finance training, coaching, incubation. oSupport idea contests and GNSS awareness programmes. oPromote FP7 Galileo sub-theme 1st and 2nd call results at relevant communities

12 Specific conditions The project should be aimed at supporting the development of education, research and innovation in GNSS. Participants should collaborate with or be part of existing initiatives; a relevant track record of participants is a major asset. Participants should seek funding from other sources such as European initiatives, international organisations (e.g., ESA), national and regional initiatives to the extent feasible. In order to avoid double funding, applicants shall explain how activities they are proposing will complement with existing initiatives. The project should focus on implementation as opposed to analysis. The project should directly reach out to target communities such as SMEs, PhD students, GNSS researchers and GNSS users. The proposal should highlight verifiable objectives that are quantified as much as possible e.g., number of SMEs reached, number of workshops organised and attendance per workshop, number of PhD's sponsored.
