Reorganization Rationalization A process of restructuring the bureaucracy’s organizational and functional set-up to make it more viable in terms of economy, efficiency, effectiveness and make it more responsive to the needs of its clientele as authorized by law. (Rules on Government Reorganization –RA 6656) A strategic review of the operations and organizations of the executive branch and the rationalization of its functions, focusing govt efforts on its vital/core functions, improving the quality and efficiency of govt services, improving agency accountability, and implementing programs and projects of govt within allowable resources. (IRR of EO 366) Definition

Reorganization Rationalization Department-wide Agency specific All Departments of the Executive Branch, including GOCCs, GFIs, boards, task forces, councils, commissions Constitutional offices, Legislature, Judiciary and SUCs on a voluntary basis Coverage

Reorganization Rationalization Officers and employees holding permanent appointments comparable to their former positions or next lower in rank Temporary employees who meet the requirements for permanent appointment Casual employees who meet the requirements for permanent appointment Officers and employees holding permanent appointment who meet the requirements of the position New employees who meet the requirements for the position Same applicable provisions Order of preference in appointment
