APF-NAF Retirement Portability Remain in the APF retirement-system Notify Employee that election to retain APF coverage is irrevocable. APF Retirement coverage will be for lifetime. Employees who retain CSRS or FERS coverage are eligible to continue TSP participation; they may not participate in the NAF 401(k) plan.

APF-NAF Retirement Portability Health and Life Benefits Federal employees health benefits (FEHB) and federal employees group life insurance (FEGLI) coverage are not portable. Eligible employees may enroll in the NAF Health Benefits Program or NAF employer’s life insurance program within 31 days of appointment to NAF

APF-NAF Retirement Portability Continuation of Health Benefits under Retirement Provision – Involuntary moves The 15-year enrollment rule applies, but is waived for employees who had 5 years of continuous Federal Health Benefit (FEHB) enrollment on the day before the involuntary move, provided the break in service is not greater than 3 days.

APF-NAF Retirement Portability Continuation of Health Benefits under Retirement Provision – Voluntary moves The 15-year enrollment rule applies. If the employee was enrolled in FEHB immediately preceding a move from an APF position to a NAF position, the FEHB coverage (MUST BE CONTINUOUS NOT CUMULATIVE) may be counted toward the 15-year enrollment requirement, provided the break in service is not greater than 3 days

APF-NAF Retirement Portability Continuation of Life Insurance under Retirement Provision The 15-year enrollment rule always applies. If the employee was enrolled in FEGLI immediately preceding a move from an APF position to a NAF position, the FEGLI coverage may be counted toward the 15-year enrollment requirement, provided the break in service is not greater than 3 days

APF-NAF Retirement Portability Annual Leave If the break will not exceed three days, please ensure the CHRO POC is reminded to process separation as - to avoid no annual leave payout Nature of Action Code 352 Termination – Appt In (Dept of Defense), 5 CFR Authority Code DBM (5 CFR part 715) If the annual leave is erroneously paid out, a correction will be requested and the employee will incure a government debt, which must be paid back
