G-NIKE Transforming Enterprise Conference, US Dept. of Commerce, Washington 28 January 2003 Vision To assist regions in Europe in identifying and developing regional core competences so as to enhance their competitiveness and to help them achieve the status of growth nodes.

G-NIKE Transforming Enterprise Conference, US Dept. of Commerce, Washington 28 January 2003 The Growth Node Concept G-NIKE project positions the growth-node as: an evolution of the cluster concept that emphasises the external networking dimensions, in addition to the cross-industry, knowledge transfer, social learning conventionally associated with clusters. Thus, we define growth node as:  A high-performing geographical cluster of organizations and institutions  networked to other clusters, i.e. other nodes, and  potentially supported by ICT.

G-NIKE Transforming Enterprise Conference, US Dept. of Commerce, Washington 28 January 2003 Emergence of Growth-Nodes Ingredients Emergent outcome Catalyst Culture, identity Government policies Tech. development Regional resources Social organisation Cognitive frames Network topology etc. Performance Conduct Structure Learning Institutions Trust ICT use Social cohesion Competitiveness Sustainable growth G-Node Enabling processes

G-NIKE Roadmap v1 1. Do GNs exist? 2. How do we identify and measure GNs? 3. How do GNs contribute to regional development? 4. What are the conditions that develop and sustain GNs? 5b. What types of ICT applications foster GNs? 6. What kind of network infrastructure is needed for GN development? 7. How can the growth-node concept be used as a tool for policy? 8. What are the policies to foster emergent GNs in Europe? 9. Can the GN concept and associated ICT infrastructure be used for SME policy? 10. Can the GN concept be used to inform policy by detecting emerging patterns that can lead to success / failure? G-NIKE Policy Toolkit diagnostic tools Information Ecosystem 5a. G-NIKE Transforming Enterprise Conference, US Dept. of Commerce, Washington 28 January 2003 Policy Diagnostic Toolkit 1.Regional and territorial knowledge mapping tools  Identification and mapping of knowledge assets  Establish competitive position of these assets  Develop a Knowledge Value Chain within, between, and beyond organizations. 2.Regional social learning diagnostic tools  Scanning, Structuring, Diffusion, Absorption 3.Regional institutional diagnostic tools  Analysis of the fine-structure of interactions  Test for the presence or absence of one or more of the following institutional structures: Markets, bureaucracies, clans, fiefs

G-NIKE Transforming Enterprise Conference, US Dept. of Commerce, Washington 28 January 2003 Design, development and test of an infrastructure providing a dynamic aggregation of network and software services (Digital Ecosystem) to facilitate dynamic interaction between business partners and other institutions within and beyond the growth-node. Research on the network infrastructure is likely to cover the following topics:  self-configuring network software architectures,  semantic web,  federated network identity,  dynamic component composition,  software component sharing on the network,  multi-agents,  distributed security,  behaviour of complex systems and agent communities,  collaborative systems,  business process modelling and integration.
