n° 2 Directorate General for Energy and Transport l Good transport is a key element of cities attractiveness u Connections to inter-urban and long distance networks (TEN-T) u Provide clean, efficient, affordable and effective intra-urban mobility l Cities in Europe face common challenges u Tackling congestion, accidents, pollution u Increase mobility for businesses and citizens

n° 3 Directorate General for Energy and Transport l What role for the private vehicle in cities? u Road transport plays important role in society and in daily life for social and economic reasons u We cannot build ourselves out of the problems l Europes Cities.... u Are different u Are in the best position to select the right mix of measures as part of a well-balanced and integrated approach u Are successful– change is possible!

n° 4 Directorate General for Energy and Transport l Creating sustainable urban mobility includes... u Making best use of infrastructure u Good co-ordination and co-operation between modes u Improving affordability, efficiency and effectiveness of public transport u Promoting clean and energy efficient modes u Developing good external links l Simple solutions dont exist!

n° 5 Directorate General for Energy and Transport l Funding is a key question for the future u Important role for public budgets, but they are everywhere under pressure u Revenues from users u Cohesion Policy (see ideas....) u Banks can provide funds and expertise (EIB, EBRD,....) u Private funding (PPPs), but this requires stability and long term strategic vision

n° 6 Directorate General for Energy and Transport l Urban transport is an area where expectations from the EU are high but the competences of the EU are limited (subsidiarity) l The EU can add value by u Playing the role of catalyst, and give frameworks as appropriate, to encourage decision-makers u Promoting research and the spread of best practice u Integrating urban transport concerns into EU policies u Examining whether there are obstacles to urban transport policy at the EU level and remove them

n° 7 Directorate General for Energy and Transport l For example, EU already offers support to cities through different means, such as u CIVITAS Initiative u URBACT u RTD Framework Programme u Intelligent Energy Europe (STEER) u Guidance on sustainable urban transport plans u ELTIS

n° 8 Directorate General for Energy and Transport l Green Paper on urban transport in 2007 l What is the potential added value to action at the local level? u Are there fields where there is consensus to develop joint solutions of common European interest? u This might imply harmonisation, co-operation and/or coordination at European level l Stakeholders invited to become involved in preparation of Green Paper, and in the debate that will follow
