Global Grants The Czech Experience 10 th october 2006 Marek Gajdos NROS - Civil Society Development Foundation

Pre-accession period NGOs Great expectations Trainings Impression - no barriers to getting a grant from Structural Funds big x small NGOs NROS (Civil Society Development Foundation) Logical step (Phare Transition Facility Structural Funds 01

Global Grants 2 (SPD 3, OP HRD) Reinforce the capacity of NGO as providers of social services only for NGOs Allocation 1% of the program Small grants (5 400 – ) Project duration 24 (18) months Partnership with public sector 0202

Global Grants – specifications I 0303 Original idea – simplified conditions Great Britain x Spain Czech model Very limited simplification Almost as the main stream of SF (high standard of administration for low amounts of grants – lack of effectivness)

Global Grants specifications II Advance payments –80-90% Monitoring reports (6 month period) Service and consultations (NROS final beneficiaries) –Closer to NGOs –better knowledge of their needs –communication 0404

NGOs first experience Benchmark or danger ? Monitoring Specialized staff for management High standard of accountancy Good training for main stream of Structural Funds 0505

NROS Intermediary body, simplified grant scheme The only private body in the whole structure Rules and regulations for public administration / lack of general character – ex. how to transfer money to NROS Comparison –Phare Funds and Transition Facility x Global Grants 0606

Actual Situation I 2 calls for proposals (information campaign, consultations) –1st call – 113 projects awarded (60% of allocation ) –2nd call – 104 projects awarded (40% of allocation) 3 rd call ? (technical assistance x or GG measure)? ( till now 100% allocation for both Global Grants awarded – exceptional for ESF in the Czech Republic ) 0707

Actual Situation II 0808 Monitoring reports (difficult completion – long process, low effectiveness) Changes in projects (monitoring indicators…) Trainings and consultation (general, monitoring) On the spot check (different system – high effectiveness)

Global Grants - statistics 0909 SPD 3OP HRD

Lessons learnt Communication within the implementation structure Approach to final beneficiaries Rules and procedures – simple, clear Effectiveness of control and monitoring partnership 10
